Innovative Supply to Strengthen Industrial Space Assurance
(15)Increase industrial space supply.
Each year, no less than 500,000 square meters of functional com-posite new industrial space should be released. Industrial buildings should be encouraged to go upstairs, fostering the creation of advanced industrial building complexes.
(16)Tailor-made new land for enterprises.
Efforts will be made to provide“customized services”for incremental land, with policy support in terms of scale indicators, land use period, etc. The land transfer price can be reasonably adjusted and assessed based on the benchmark land price for industrial land.
(17)Revitalize and utilize existing space.
Efforts will be made to encourage the upgrade and transformation of old factories through independent, cooperative, and leasing methods to create characteristic parks. For eligible renovation projects, up to 10 million yuan or a maximum of 30% of the fixed asset investment amount will be provided in support.
(18)Diversify land supply for projects.
Support will be provided for enterprises in obtaining industrial space through flexible land transfers, long-term leases, pre-lease before transfer, and lease-transfer combinations. Policies such as collective land entering the market, coordinated utilization, and building segmentation sales will be adopted to provide various guarantees for the implementation of industrial projects.
(19)Establish an efficient implementation mechanism.
Methods such as joint office and online consultations will be adopted to achieve real-time parallel approval of projects, realizing service efficiency such as “land transfer upon transaction,”“certificate issuance upon land transfer,”and“construction upon land acquisition.”Green channels will be opened up for project approval, planning, and land use approval, creating a new approval speed for BMC.
