Implementation Rules for Promoting High-Quality Development of the Digital Economy Industry in BMC

Chapter 1 General Principles

Article 1 These rules are formulated in accordance with the Several Measures on Accelerating the High-Quality Development of Industries in BMC with a view to accelerating the high-quality development of the digital economy, promoting the deep integration of the digital economy and the real economy, cultivating new productivity in the digital economy, and creating a competitive digital industry cluster.


 Article 2 The use and management of the support funds in these implementation rules shall follow the principles of compliance with laws and regulations, openness and transparency, highlighting key points, and attaching importance to performance, and guide and drive the high-quality development of the industry.


 Article 3 Beijing Tongzhou District Bureau of Economy and Information Technology shall be responsible for the collection, redemption, acceptance, and supervision and management of the funding support projects mentioned in these implementation rules, and Beijing Tongzhou District Finance Bureau shall be responsible for the budget arrangement and supervision of the use of the support funds.




Chapter 2 Support Objects and Recognition Standards
Article 4 Support Objects
These implementation rules shall apply to the digital economy enterprises registered in Tongzhou District, Beijing Municipality, with independent legal person qualifications, wherein the industry fields to which the leading enterprises and high-growth enterprises in the industrial chain belong should be the digital economy industry directions that the BMC focuses on developing, such as network security, metaverse, smart cities, data elements, and future information. The recognition standards shall be dynamically adjusted according to the actual situation of industrial development in the district.

 Article 5 Standards for the Recognition of Leading Enterprises in the Industrial Chain
The leading enterprise of industrial chain must meet one of the following conditions:
1. The annual business income of the enterprise is more than 1 billion yuan (inclusive) or the regional contribution is more than 50 million yuan (inclusive) or the major project investment is more than 1 billion yuan (inclusive) in the district.
2. The enterprises have won the honorary titles of Top 100 Electronic Information Enterprises in China, Key Software Enterprise Encouraged by the State, and Beijing Invisible Champion Enterprise, or the top three enterprises in the digital economy industry segments in terms of scale or market share.
3. Headquarters of Chinese central State-owned enterprises, headquarters of municipal state-owned enterprises, investment projects of Fortune 500 enterprises, enterprises listed on the main board (including regional headquarters established by the above companies) and unicorn enterprises.

 Article 6 Standards for the Recognition of High-Growth Small and Medium-Sized Enterprises and Waist Enterprises
High growth small and medium-sized enterprises and waist enterprises must meet one of the following conditions:
1. The annual operating income is more than 100 million yuan and the compound growth rate of operating income for three consecutive years reaches more than 10% (inclusive).
2. The enterprise has won the honorary title of national-level specialized and innovative Little Giant or the digital economy benchmark enterprise recognized at the municipal level.
3. The subsidiaries of the leading enterprises in the industrial chain including, but are not limited to, second- and third-level enterprises of Chinese central State-owned enterprises and second- and third-level enterprises of municipal state-owned enterprises; enterprises with a valuation of more than 300 million yuan or companies listed in the Science and Technology Innovation Board, Beijing Stock Exchange, or Small and Medium Enterprises Board, and enterprises listed on the NEEQ; key projects invested by municipal and district government funds.
4. Enterprises that are key "waist" enterprises in the industrial chain, and fall into the key links in the industrial chain in the critical directions such as next-generation mobile communications, satellite Internet, quantum information, quantum computing, metaverse, artificial intelligence large models, blockchain, big data, network information security, and optoelectronic integrated circuits, namely, key areas of bottleneck technologies, providing supporting products (services) for corporate champions and key engineering projects, filling regional industry gaps, or reinforcing the shortcomings of regional development.
5. Platform-based enterprises that play a driving role or have a significant impact on the industrial development in the district and can be regarded as leading or high-growth enterprises to be given support.
Chapter 3 Encourage the Introduction of Incremental Development
Article 7 Annual Contribution Support
1. For the newly added industrial chain leading enterprises in recent three years, if the operating income is less than 1 billion yuan, 1 billion yuan (inclusive) - 2 billion yuan (exclusive), or 2 billion yuan or more, the maximum support will be 1%, 1.2%, and 1.4% of the annual operating income respectively, with the maximum support of 30 million yuan.
2. For the newly-added high-growth small and medium-sized enterprises and waist enterprises in recent three years, if the operating income is less than 100 million yuan, 100 million yuan (inclusive)-500 million yuan, and 500 million yuan (inclusive), the maximum support will be 1%, 1.2% and 1.4% of the annual operating income respectively, with the maximum support of 10 million yuan.

 Article 8 Support for the Settlement of Enterprises
The upstream, downstream, or ecological chain enterprises introduced by the newly added industrial chain leading enterprises, high-growth small and medium-sized enterprises, and waist enterprises can be combined with the industrial chain leading enterprises, high-growth small and medium-sized enterprises, and waist enterprises to calculate the regional contribution.
1. Support for the settlement of industrial chain leading enterprises. For the newly added industrial chain leading enterprises with an operating income of more than 1 billion yuan in the previous year, the maximum support is 10 million yuan; for those with the operating income of more than 500 million yuan, the maximum support is 5 million yuan; for those with the operating income of more than 100 million yuan, the maximum support is 1 million yuan.
2. Support for the settlement of high-growth small and medium-sized enterprises and waist enterprises. For the newly added high-growth small and medium-sized enterprises and waist enterprises, the maximum support is 500,000 yuan. If they reach the designated size in the same year, an additional maximum support of 200,000 yuan will be provided.

 Article 9 Subsidy for the Landing of Major Projects
The support will last for a maximum of 3 consecutive years, and those that have received the same type of subsidy at the district level will no longer be supported repeatedly.
1. Support for the construction of new office spaces. New enterprises are supported to build new office spaces in the district, and support will be given according to 50% of the approved annual total investment. The maximum annual support for newly added high-growth small and medium-sized enterprises and waist enterprises is 5 million yuan; the maximum annual support for newly added leading enterprises in the industrial chain is 10 million yuan.
2. Support the purchase of office spaces. New enterprises are supported to purchase buildings with legal procedures and clear property rights in the district, and a purchase fee support of 2,000 yuan per square meter will be given based on the building area. The maximum annual support for newly added high-growth small and medium-sized enterprises and waist enterprises is 5 million yuan; the maximum annual support for newly added leading enterprises in the industrial chain is 10 million yuan.
3. Support space leasing. New enterprises are supported to lease buildings with legal procedures and clear property rights in the district, and support is given according to the building area of the leased site. For the newly-added enterprises, it is confirmed that a subsidy for the paid rent will be given in the office space, and rent support will be given according to 50% of the actual unit price, with a maximum support of 1 million yuan per year; 100% support will be given to high-growth small and medium-sized enterprises and waist enterprises with a maximum building area of 3,000 square meters in the leased site, with a maximum support of 5 million yuan per year; 100% support will be given to the leading enterprises in the industrial chain with a maximum building area of 5,000 square meters in the leased site, with a maximum support of 10 million yuan per year.
Chapter 4 Encourage Stock to Improve Quality and Increase Efficiency
Article 10 Support for a Good Start in the First Quarter
For enterprises with a net increase in operating income of 10 million yuan (inclusive) - 50 million yuan (exclusive) in the first quarter, the maximum support is 500,000 yuan; for the enterprises with a net increase of 50 million yuan (inclusive)-100 million yuan (exclusive), the maximum support is 800,000 yuan; for the enterprises with a net increase of 100 million yuan or more, the maximum support is 1 million yuan.

 Article 11 Support for Annual Contribution Increment
For the industrial chain leading enterprises in the stock with the operating income less than 1 billion yuan, 1 billion yuan (inclusive)-2 billion yuan (exclusive), and 2 billion yuan or more, which is higher than the average value of the previous three years, support will be provided at a maximum of 1%, 1.2%, and 1.4% of the annual contribution increment respectively, with a maximum support of 30 million yuan; for the high-growth small and medium-sized enterprises and waist enterprises in the stock with the operating income less than 100 million yuan, 100 million yuan (inclusive)-500 million yuan (exclusive), and 500 million yuan or more, which is higher than the average value of the previous three years, support will be given at the maximum of 1%, 1.2%, and 1.4% of the annual contribution increment respectively, with a maximum support of 10 million yuan. The upstream, downstream, or ecological chain enterprises introduced by the industrial chain leading enterprises, or high-growth small and medium-sized enterprises and waist enterprises can be combined with the industrial chain leading enterprises, or high-growth small and medium-sized enterprises and waist enterprises for calculation.

 Article 12 Support for Enterprises Upgrade
The newly-added digital economy enterprises above designated size or upgraded for the first time in the district can receive a support up to 200,000 yuan.
Chapter 5 Strengthen the Innovation and Empowerment of Digital Technology
Article 13 Support Enterprises to Increase Investment in Technology R&D
Enterprises are encouraged to cooperate with universities, scientific research institutions, and upstream and downstream enterprises to establish digital technology and industrial service platforms, and professional guarantee and capacity guarantee are provided for the key areas of digital economy such as metaverse, artificial intelligence, big data, blockchain, network information security, optoelectronic integrated circuits, mobile communication, and satellite Internet.
For the newly-added key laboratories, industrial design centers, enterprise technology centers, and other digital technology or industrial service platforms recognized by Beijing Municipal Bureau of Economy and Information Technology, the maximum support is 2 million yuan in the form of post-subsidy. For the newly-added key laboratories, digital technology centers, engineering research centers, industrial innovation centers, enterprise technology centers, and other digital technology or industrial service platforms recognized by the Ministry of Industry and Information Technology of the People’s Republic of China, the maximum support is 5 million yuan in the form of supportive post-subsidy. In the case of promotion, the enterprise will only enjoy the difference support.

 Article 14 Support the Construction of Digital Infrastructure
1. Enterprises are encouraged to build digital infrastructure such as new Internet exchange center, blockchain node, industrial Internet identification resolution node, and computing power dispatching center in Tongzhou District, and subsidies are given according to 10% of the fixed assets investment approved to be included in the scope of support, where the maximum support for national (top) level is 20 million yuan, the maximum support for the regional (second) level is 5 million yuan, and the maximum support for others is 3 million yuan.
2. Enterprises are supported to rent intelligent computing resources of non-related parties, and carry out industrial artificial intelligence large model training and application in the fields such as industry, government affairs, medical care, finance, education, transportation, cultural tourism, scientific research, urban management, and convenience services. For those who receive the financial support of Beijing artificial intelligence computing power vouchers, the maximum 1:1 financial support will be given, and the maximum annual support of a single enterprise is 1 million yuan.

 Article 15 Support Digital Enterprises to Empower Traditional Industries
The deep integration of digital technology with various industries is encouraged, focusing on creating a number of digital transformation demonstration application projects in the fields such as culture and tourism, finance, consumption, construction, manufacturing, agriculture, and people's livelihood services. The enterprises that provide digital, intelligent, network-based, and green services with a single contract amount of RMB 2 million or more will be given support according to 20% of the actual income of the enterprise project. Each enterprise will be given a support up to RMB 1 million per year for a maximum of two years (the service projects belonging to related enterprises are not within the scope of support).
Chapter 6 Reinforce the Promotion of Digital Achievements
Article 16 Support Enterprises to Hold Exhibitions
Enterprises are encouraged to organize international and domestic related exhibitions, forums, exhibitions, competitions, and other activities centering on the digital economy fields such as the metaverse, data elements, network security, smart cities, big models, blockchain, and mobile Internet, so as to enhance the influence of the industry.
1. For the sponsors, contractors, and co-organizers of industrial activities and other funding units filed by Beijing Tongzhou District Bureau of Economy and Information Technology before an activity is held, support will be given according to 50% of the actual amount, with a maximum support of 1 million yuan for each activity and 1 million yuan for a single enterprise.
2. For the large-scale digital exhibition halls (in principle, with an area not less than 500 square meters) built or upgraded by digital economy enterprises within one year and dedicated to displaying the application results of the BMC in the field of digital economy, 100% support will be provided for up to 1,000 square meters of building area at the leased site upon approval, with a maximum continuous support period of 3 years.
Chapter 7 Fund Application and Project Management
Article 17 Tongzhou District Bureau of Economy and Information Technology shall, in accordance with the Several Measures on Accelerating the High-Quality Development of Industries in BMC and the actual situation of the development of this district, compile and issue a notice on the application for digital economy industrial development projects, and organize the application related work.

 Article 18 An enterprise shall submit relevant documents within the prescribed application time, and, if it fails to submit an application within the prescribed time, it shall be deemed as an automatic waiver.

 Article 19 After receiving the special fund, the project unit shall strengthen the management of the use of financial funds, and realize strict implementation of financial rules and regulations and accounting methods.
Chapter 8 Supplementary Provisions
Article 20 The key projects with strong industry driving force, great contribution to local economic development, and great industry influence will be given the maximum support by the way of "one enterprise, one policy" and on the basis of discussing each issue separately. The original district-level decision-related matters shall be still implemented in accordance with the decision contents. In line with the principle of "preferential treatment and non-repetition", the implementation rules are not repeated with other industrial policies at the district level; if the same project complies with multiple support categories in the implementation rules, only one item can be selected for application in the same year.

 Article 21 Tongzhou District Bureau of Economy and Information Technology shall be responsible for the interpretation of these implementation rules. In case of major policy changes by the state, Beijing Municipality, or Tongzhou District in the course of implementation, adjustments shall be made according to actual conditions. These rules shall be implemented as of the date of promulgation.
