Implementation Rules for Promoting High-Quality Development of the Online Audio-Visual Industry in BMC

I. General Principles
These rules are formulated in combination with the actual situation of Tongzhou with a view to implementing the State Council's Opinions on Supporting the High-Quality Development of BMC, promoting the construction of a national cultural center, and accelerating the formation of a pattern of high-quality network audio-visual development guided by major project construction, focusing on high-quality enterprise agglomeration, supported by complete industrial supporting facilities, and promoting the upgrading of industries such as cultural tourism and digital economy.
(I) Scope of application
These rules are applicable to the online audio-visual enterprises registered with the industrial and commercial administration and tax authorities in Tongzhou, which are in line with the functional orientation and industrial development direction of BMC. The supporting fields of these rules include audio-visual content production, audio-visual content dissemination, network audio-visual industry technology and related supporting facilities.

II. Support Directions
(II) Support the development of network audio-visual enterprises
Support network audio-visual enterprises, short video studios, MCN institutions, associations, and investment and financing institutions in the audio-visual field to settle down and develop in Tongzhou. For the above-mentioned newly registered enterprises, financial support shall be given according to the regional contribution of the enterprise in the current year; for the network audio-visual enterprises above designated size that have been included in the statistics, if the main business income of the previous year increases by more than 10%, they shall be given financial support for no more than 3 years after being identified.
Support network audio-visual enterprises, short video studios, MCN institutions, associations, and investment and financing institutions in the audio-visual field to settle down and develop in Tongzhou. (III) Support the rapid development of audio-visual park
Support industrial parks to attract network audio-visual enterprises to gather and develop through upgrading. For the parks where the occupancy rate of enterprises and the proportion of network audio-visual enterprises reach 50% at the same time and the total annual operating income of enterprises entering the park exceeds 1 billion yuan, after review by experts, the park operating organization shall be given a one-time financial support of up to 30% of the actual investment cost of construction and operation, with a maximum support of 2 million yuan. Support the key business areas of network audio-visual field to apply for the national and Beijing-level cultural or audio-visual industrial parks. After review by experts, the maximum support is 500,000 yuan. Support the application for the network audio-visual content and technology incubation platform and key laboratory recognized by the Publicity Department of the Communist Party of China Central Committee, the National Radio and Television Administration, the Communication Department of Beijing Committee, and Beijing Municipal Radio and Television Bureau, and, after review by experts, the maximum support is 500,000 yuan.
(IV) Strengthen the network audio-visual common technical services
To meet the common technology R&D and application requirements of the online audio-visual industry, we encourage the construction of digital studios or other common technical platforms focusing on the core of production and broadcasting in Tongzhou. For projects with outstanding benefits driven by industrial agglomeration, we will provide a support of up to 10 million yuan after review and approval by Beijing Tongzhou District Science and Technology Committee.
(V) Support the creation of high-quality content
We encourage the use of Tongzhou elements as the theme or key content of creation. For Tongzhou-themed long and short audio and video, animation games, and film and television works that have been initiated and filed in Beijing and produced by Tongzhou online audio-visual companies as the first producers, after review by experts, each company will receive a maximum of 2 million yuan per year.
(VI) Support the online audio-visual companies to work on-site
We will provide rent subsidies to online audio-visual enterprises. For those that meet the development direction of the BMC online audio-visual industry, we will provide a maximum of 100% rent subsidy. The subsidized area for each enterprise shall not exceed 2,000 square meters per year, and the continuous subsidy duration shall not exceed 3 years.
(VII) Support the development of live e-commerce clusters
Cultivate and introduce live e-commerce head service organizations, build live e-commerce bases and parks with industry-driven effects, drive Tongzhou brand enterprises to carry out live streaming business, rely on the advantages of Beijing-Tianjin-Hebei industrial clusters, and promote the development of live streaming + industrial cluster model. Support the construction of network anchor training bases, actively carry out new media network audio-visual anchor qualification training and certification work, attract well-known anchors with strong influence and driving force to develop in Tongzhou, cultivate a group of live streaming e-commerce influencers and live streaming e-commerce professional service talents, and provide anchors with high-quality live studios and supporting equipment.
(VIII) Optimize the audio-visual industry approval services
Enterprises registered in Tongzhou with the License for Production and Operation of Radio and Television Programs can enjoy the following approval and optimization services:
1. During the period of validity of TV series filing notice, shooting can start without obtaining TV series production license (Type B);
2. Reduce the time limit for examination and approval in matters such as preliminary review of filing notice of TV series production, examination of domestic TV series, and examination and approval of cooperation with foreign parties in TV series production;
3. Carry out the pilot for content review of online audio-visual programs, organize experts and the main person in charge of the production team to hold a theme project initialization work meeting regularly in conjunction with the municipal departments, grasp the program orientation from the source, avoid problems in advance in the program theme, link setting and possible risk points, and form a content review report;
4. Improve the comprehensive level of government services, provide portable and efficient one-stop services for enterprise registration, content creation, film and television filing, film and television shooting, and other processes, and strengthen the convenience of government services in related parks.
(IX) Improve the audio-visual industry production services
Establish the film and television shooting service station of BMC, set up the film and television shooting service window in the qualified audio-visual industrial park, launch and continuously update the Film and Television Shooting Service Manual of BMC, provide convenient one-stop service for the crew who create film and television, and long and short video content in Tongzhou, and provide more convenient and preferential exclusive services in Tongzhou for aspects such as venues, accommodation, and equipment rental in Tongzhou during shooting.
III. Supplementary Provisions
(X) The principle of preferential treatment and non-repetition for application and the maximum amount of support
Article II and Article IV of these rules shall not be applied for at the same time, and these rules and other district-level support policies shall adopt the principle of preferential treatment and non-repetition for application. The total amount of financial support requested by the enterprise according to these rules shall not exceed 70% of the regional contribution of the enterprise in that year.

(XI) The enterprises that have obtained the financial support subject to these rules shall not have the following acts:
1. False declaration, diverting state financial funds;
2. Providing false financial accounting information and falsifying expenditures;
3. Other acts that violate the relevant laws and regulations of the State and Beijing Municipality.
If any of the above-mentioned acts occurs, depending on the seriousness of the case, the allocated funds shall be recovered and the case shall dealt with according to relevant regulations.
(XII) Implementation period
These rules shall be implemented from the date of promulgation to December 31, 2026, and shall be interpreted by the Communication Department of the CPC Tongzhou District Committee. In case of major policy changes of the State and Beijing Municipality during the implementation, the above policies shall be adjusted accordingly.
