Implementation Rules for Promoting High-Quality Development of the Cultural and Tourism Industries in BMC

To implement the State Council's Opinions on Supporting the HighQuality Development of BMC, intensify the supplyside structural re-form of cultural and tourism consumption, actively cultivate new products, new scenes, and new formats of cultural tourism, and promote thedeep integration and highquality development of the cultural andtourism industries, these rules are formulated in conjunction with theSeveral Measures on Accelerating the HighQuality Development of ln-dustries in BMC.
I. Support Direction and Standards
(I) Encourage the linkage of culture, tourism, commerce, and sports to release consumption potential
1. Support the holding of cultural and tourism festivals. Enhance the influence of cultural and tourism brands of the BMC, further improve the level and gather traffic, support the holding of various cultural and tourism festivals such as art festivals, drama festivals, music festivals, concerts, and animation festivals, and provide a one-time support based on the total number of tickets sold, with a maximum support of 2 million yuan.

Enhance the influence of cultural and tourism brands of the BMC, further improve the level and gather traffic, support the holding of various cultural and tourism festivals such as art festivals, drama festivals, music festivals, concerts, and animation festivals, and provide a one-time support based on the total number of tickets sold, with a maximum support of 2 million yuan.
2. Support the creation of cultural and tourism consumption scenarios. Create more cultural and tourism consumption scenarios, stimulate various cultural and tourism consumption demands, introduce themed, cultural, and traffic-based cultural and tourism consumption scenarios such as light shows, cultural and art exhibitions, and cultural and creative markets, support the holding of various premieres and launch ceremonies in our district, encourage the development of study and tourism projects, and provide a one-time support of up to 2 million yuan based on the cumulative number of participants.
3. Support the construction of new cultural spaces. Guide social capital to create new cultural space scenarios, and encourage the construction of new cultural spaces with multi-format integration and multi-functional collaboration focusing on entertainment consumption and intangible cultural heritage transmission. Provide a one-time support of up to 2 million yuan based on the annual comprehensive benefits such as functional formats and operating income.
4. Support the holding of influential sports activities. Support the introduction of large-scale sports events for watching, encourage the holding of various indoor and outdoor sports, water events, e-sports, sports competitions, and other sports activities and sports events in our district, and provide a one-time support of up to 2 million yuan based on the cumulative number of participants.
5. Support the holding of cultural, tourism, and commercial joint consumption activities. Organize branded, themed, and characteristic cultural, tourism and commercial joint consumption activities, vigorously develop the first store economy, support restaurants to participate in the "Michelin" and "Black Pearl" evaluation, and promote the incubation of new consumer brands. The specific support standards shall be implemented in accordance with the Implementation Rules on Promoting High-Quality Development of Business Economy in the BMC.
(II) Support the agglomeration of enterprises to promote high-quality development of the industry
6. Attract and cultivate leader enterprise of the cultural tourism chain. Give full play to the leading and driving role of cultural and tourism platform enterprises and chain leader enterprises, focus on the core links and leading enterprises of the industrial chain, actively attract large and powerful enterprises, cultivate excellent and powerful enterprises, and provide support for newly landed industrial chain enterprises in the current year or the next year at a maximum of 70% of their annual regional contribution after they are identified.
7. Accelerate the development of chain agglomeration. In the field of cultural and tourism industry, the existing industrial chain platform enterprises and head enterprises that show strong competitiveness and influence, in a leading position in comprehensive capabilities, and able to play a demonstration and leading role and produce good economic and social benefits, shall be supported at a maximum of 70% of the annual regional contribution increment after being identified.
8. Increase the intensity of enterprise cultivation. Strengthen the cultivation of enterprise echelon, guide the clustering and development of small and medium-sized cultural and tourism enterprises with characteristics, good prospects, and great growth potential, and enhance the economic development momentum. The cultural and tourism enterprises with an operating income of more than 20 million yuan and a fixed growth rate compared with the previous year shall be given a one-time support of up to 500,000 yuan. The cultural and tourism enterprises with an operating income of 5 million yuan and included in the statistics above the limit (scale) of Tongzhou District for the first time in the year shall be given a one-time support of 100,000 yuan.
9. Support the cultural and tourism industries to introduce new ideas and foster excellence. Fully mobilize the enthusiasm of platform enterprises, chain leader enterprises, fund management institutions, professional investment platforms, building operators, and park operators in attracting investment, and encourage them to provide continuous services to the introduced enterprises by strengthening services, improving supporting facilities, and enhancing quality. The specific support standards shall be implemented by referring to the Implementation Rules for the BMC to Encourage Professional Operators and Capital Investment to Promote Industrial Chain Agglomeration and the Implementation Rules for the BMC to Support Professional Investment Platform.
10. Encourage cultural-related enterprises to work on the spot. The cultural-related enterprises that newly rent office spaces in Tongzhou District, with an annual regional contribution reached more than 500,000 yuan, can be supported at different grades according to the actual rent of the enterprise for three consecutive years after assessment, and the amount of support shall not exceed 70% of the regional contribution of the enterprise in that year.
11. Support cultural IP cultivation and transformation. Support the market entities the in cultural and related industries to carry out content originality, technology R&D, and brand cultivation, and implement the market-oriented transformation of cultural IP. For the projects with the conversion income greater than the previous investment, support shall be given according to 30% of the project investment after assessment, with a maximum support of 1 million yuan.
12. Encourage the integration of cultural tourism and technology. Actively undertake the construction of the cultural and tourism data zone in the pioneer area of Beijing's data infrastructure system, promote the transformation and upgrading of traditional tourist consumption places by using digital technology, and create a demonstration benchmark for the application scenarios of technological innovation in the digital cultural and tourism industries. Support the R&D and application of new technologies such as smart culture and tourism and digital culture and tourism, and give one-time support to projects that play a positive role in promoting regional industrial development and yield outstanding benefits, with a maximum support of 3 million yuan, in light of the regional contribution of the main operators.
13. Actively promote the construction of the art market. Give full play to the advantages of original art, promote the vigorous development of original art, implement the project of gathering 10,000 artists, encourage the industrialization project of original art, support artists in various fields to carry out artistic creation and trading in our district, build a full-chain service platform for the confirmation, production, pricing, trading, investment, financing, and protection of art copyright, and support the construction of artwork trading centers, artwork exhibition centers, and artwork industry service platforms. Support shall be rendered according to the comprehensive benefits such as operating income and industry influence, with a maximum support of 5 million yuan.
II. Supplementary Provisions
These rules shall be implemented as of the date of promulgation. The principle of preferential treatment and non-repetition is supported between the terms, and they cannot be enjoyed at the same time with other support policies in Tongzhou District. Particularly important projects shall be supported on the basis of discussing each issue separately. In the process of implementation, the above policies shall be adjusted accordingly in case of major policy changes by the country, Beijing Municipality, or Tongzhou District. Beijing Tongzhou District Bureau of Culture and Tourism shall be responsible for the interpretation of these implementation rules.
