Measures for Supporting BMC to Strengthen Scientific and Technological Innovation and Lead High-Quality Development

Chapter 1 General Principles
Article 1 These measures are formulated in combination with the actual situation with a view to thoroughly implementing the spirit of the documents such as the State Council's Opinions on Supporting the High-Quality Development of BMC, Regulations on the Construction of Beijing International Science and Technology Innovation Center, and Several Measures on Accelerating the High-Quality Development of Industries in BMC, and strengthen the supporting and leading role of scientific and technological innovation in the high-quality development of BMC.
Article 2 Beijing Tongzhou District Finance Bureau is responsible for ensuring funds, and Beijing Tongzhou District Science and Technology Committee is responsible for organizing the implementation of these measures.
Chapter 2 Support Measures
(I) Support investment increase in R&D. Encourage enterprises and R&D institutions to continuously increase R&D investment according to the national strategic needs, high-quality development needs, and industry development trends, and adopt post-subsidy mode to allow support up to 3 million yuan according to the R&D investment situation.
(II) Implement gradient cultivation of high-tech enterprises. Establish a high-tech enterprise cultivation bank, select qualified enterprises to be included in the cultivation bank, and adopt the post-subsidy method to support up to 100 thousand yuan for those who have obtained the qualification of high-tech enterprises for the first time in the cultivation bank. For enterprises that are included in the list of "small-to-scale promotion" of high-tech enterprises in Beijing for the first time, the maximum support is 200,000 yuan in the form of post-subsidy.
(III) Attracting innovative platforms to gather. For the newly-added innovative platforms such as the National Engineering Research Center, the National Key Laboratory, and the National Science and Technology Business Incubator recognized by the National Development and Reform Commission, the Ministry of Science and Technology of the People’ Republic of China, and the Ministry of Housing and Urban-Rural Development of the People’ Republic of China, the maximum support is 5 million yuan in the form of post-subsidy. For the newly-added innovation platforms such as Beijing Engineering Research Center, Beijing Key Laboratory, Beijing Science and Technology Business Incubator, and Intelligent Construction Innovation Center recognized by Beijing Municipal Commission of Development and Reform, the municipal administrative department of science and technology, and Beijing Municipal Commission Housing and Urban-Rural Development, the maximum support is 2 million yuan in the form of post-subsidy.
Article 4 Strengthen Scientific and Technological R&D and Transformation of Achievements
(I) Support scientific and technological R&D. For the scientific and technological R&D projects in key industrial fields such as digital economy, advanced manufacturing, and modern seed industry, as well as the technology development projects in urban construction and people's livelihood fields such as green and low-carbon, smart cities, and medical health, a maximum of 3 million yuan will be supported in the form of ex-ante direct subsidy.
(II) Support the construction and demonstration of application scenarios. Take scenario-driven technological innovation as the guide to promote the transformation of scientific and technological achievements. Adapt scenarios for enterprises through ways such as departmental dispatch and scenario competition and encourage enterprises to carry out landing verification or demonstration application of new technologies and products. Demonstration and promotion support will be given according to the economic and social benefits of scenario projects. A maximum of 3 million yuan will be supported in the form of ex-ante direct subsidy according to the innovation of scenario technology.
(III) Support the construction of innovation consortia. Help enterprises to form innovation consortia with universities, research institutes, etc. to carry out scientific and technological R&D and achievement transformation. A maximum of 5 million yuan will be supported in the form of post-subsidy according to the output performance.
(IV) Encourage universities, research institutes, enterprises, and institutions to recognize and register technical contracts. The top 10 units in the district with the annual cumulative transaction volume will be supported in combination with actual conditions, with a maximum annual total support of 1 million yuan.
If particularly important projects are involved in the above support policies, they will be supported on the basis of discussing each issue separately.
Article 5 Accelerate Development of the Science and Technology Service Industry
(I) Promote incubation chain extension. Support leading enterprises and other entities to build industrial incubation platforms, accelerate the landing process of industrialization of scientific and technological achievements, and adopt a post-subsidy method for existing industrial incubation platforms based on their effectiveness, with a maximum annual support of 10 million yuan for three consecutive years. The newly built industrial incubation platforms of great significance shall be supported on the basis of discussing each issue separately.
(II) Strengthen common technology services. Oriented to the needs of common technology R&D and application services in the industry, support the construction of common technology platforms, provide professional services such as R&D and testing, and adopt a post-subsidy method to give a maximum support of 10 million yuan based on their effectiveness. The newly built common technology platforms of great significance shall be supported on the basis of discussing each issue separately.
(III) Cultivate the scientific research and technical service industries. For enterprises above designated size whose revenue maintains a fixed growth rate, a post-subsidy method shall be adopted based on the increase in revenue to support them up to 5 million yuan. The newly added scientific research and technical service industry enterprises above designated size in this district shall be supported on a post-subsidy basis with a maximum of 200,000 yuan.
Article 6 Strengthen the Cultivation of Scientific and Technological Innovation Talents
(I) Cultivate high-level scientific and technological innovation teams. Support the outstanding scientific and technological innovation teams in Tongzhou District, and support no more than 20 outstanding scientific and technological innovation teams in Tongzhou District every year through projects, with a maximum support of 300,000 yuan for each project.
(II) Promote the rapid growth of young scientific and technological workers. Render support to outstanding young scientific and technological workers in Tongzhou District, and support no more than 50 outstanding young scientific and technological workers in Tongzhou District every year through projects, with a maximum support of 200,000 yuan per project.
Chapter 3 Management and Supervision
Article 7 Beijing Tongzhou District Science and Technology Committee shall be responsible for the work such as application and examination of the subsidy matters after acceptance, and the application, evaluation, initialization, and acceptance of the directly subsidized projects in advance, and supervise and manage the implementation of the projects.Article 8 The post-subsidy funds shall be used by the units through coordination. Project funds must be used for their intended purposes. Beijing Tongzhou District Finance Bureau and Beijing Tongzhou District Audit Bureau are responsible for supervising the use of financial funds, and the units receiving financial support shall cooperate. In case of providing false materials, defrauding financial funds, or failing to use funds according to regulations, Beijing Tongzhou District Science and Technology Committee has the right to recover financial support funds and deal with them according to relevant laws and regulations.
Chapter 4 Supplementary Provisions
Article 9 Beijing Tongzhou District Science and Technology Committee shall be responsible for the interpretation of these measures.Article 10 These measures shall come into force as of July 1, 2024. The Notice of Tongzhou District People's Government of Beijing Municipality on Printing and Distributing the Supporting Measures for Strengthening Scientific and Technological Innovation and Leading High-quality Development in Tongzhou District (Tong Zheng Fa [2022] No.15) shall be abolished at the same time.
