Implementation Rules for High-Quality Development of Advanced Manufacturing Industry in the BMC

Chapter 1 General Principles
Article 1 In order to accelerate the high-end, clustering, integrated, and low-carbon development of advanced manufacturing industry in the BMC, these implementation rules are formulated in accordance with the Several Measures on Accelerating the High-Quality Development of Industries in BMC (Tong Zheng Fa [2024] No.8).
Article 2 The use and management of funds in these implementation rules shall follow the principles of openness, transparency, highlighting key points, and attaching importance to performance, focus on major projects, and guide and drive the high-quality development of industries.
Article 3 Beijing Tongzhou District Bureau of Economy and Information Technology shall be responsible for the collection, redemption, acceptance, and supervision and management of the funding support projects mentioned in these implementation rules, and Beijing Tongzhou District Finance Bureau shall be responsible for the budget arrangement and use supervision of the support funds.
Chapter 2 Support Objects and Recognition Standards
Article 4 Support Objects These implementation rules are applicable to advanced manufacturing enterprises registered in Tongzhou District, Beijing Municipality, with independent legal personality, as well as headquarters, settlement, R&D, and other enterprises in the ecological chain of advanced manufacturing industry. Here, the industrial sectors of the industrial chain leading enterprises, high-growth small and medium-sized enterprises, and waist enterprises shall belong to the advanced manufacturing systems of medical health, intelligent equipment, electronic information, new energy smart cars, and green urban industries, or fall into the future industrial systems such as future health, future energy and future information. Platform-based enterprises that play a driving role or have a significant impact on the industrial development in the district can be supported as industrial chain leading enterprises or high-growth enterprises. The recognition standards shall be dynamically adjusted according to the actual situation of industrial development in the district.Article 5 Standards for the Recognition of Leading Enterprises in the Industrial Chain
The leading enterprise of industrial chain must meet one of the following conditions:
1. The annual industrial output value of the enterprise is more than 1 billion yuan (inclusive) or the regional contribution is more than 100 million yuan (inclusive) or the major project investment is more than 1 billion yuan (inclusive) in the district.
2. Enterprises that have won honorary titles such as National Single Champion Demonstration Enterprise and Beijing Invisible Champion Enterprise, or national industrial chain leading enterprises and enterprises that are among the top three in the country in terms of scale or market share in the state-level industrial chain leading enterprises and advanced manufacturing sub-sectors.
3. Headquarters of the Chinese central State-owned enterprises, headquarters of municipal state-owned enterprises, investment projects of Fortune 500 enterprises, enterprises listed on the main board (including regional headquarters established by the above companies), and unicorn enterprises.
Article 6 Standards for the Recognition of High-Growth Small and Medium-Sized Enterprises and Waist Enterprises
High growth small and medium-sized enterprises and waist enterprises must meet one of the following conditions:
1. The output value is more than 100 million yuan and the compound growth rate of output value for three consecutive years is 10% or more.
2. The enterprise has won the honorary title of national-level specialized and innovative Little Giant or the industrial chain leading enterprise recognized at the municipal level.
3. The subsidiaries of the leading enterprises in the industrial chain including, but are not limited to, second- and third-level enterprises of Chinese central State-owned enterprises and second- and third-level enterprises of municipal state-owned enterprises; enterprises with a valuation of more than 300 million yuan or companies listed in the Science and Technology Innovation Board, Beijing Stock Exchange, or Small and Medium Enterprises Board, and enterprises listed on the NEEQ; key projects invested by municipal or district government funds.
4. Enterprises that are key "waist" enterprises in the industrial chain, and fall into the key links in the industrial chain in the critical future industrial directions such as future information, future health, and future energy, namely, key areas of bottleneck technologies, providing supporting products (services) for corporate champions and key engineering projects, filling regional industry gaps, or reinforcing the shortcomings of regional development.
Chapter 3 Encourage the Introduction of Incremental Development
Article 7 Annual Contribution Awards The newly added industrial chain leading enterprises in the past three years with an output value of less than 1 billion yuan, 1 billion yuan (inclusive) -2 billion yuan (exclusive), and 2 billion yuan or more will receive a maximum support of 30 million yuan according to 1%, 1.2%, and 1.4% of their annual output value contribution at most respectively; the newly added high-growth small and medium-sized enterprises and waist enterprises in the past three years with an output value less than 100 million, 100 million yuan (inclusive) - 500 million yuan (exclusive), and 500 million yuan or more will receive a support up to 1%, 1.2%, and 1.4% of their annual output value contribution respectively, with a maximum support of 10 million yuan.Article 8 Awards for the Settlement of Enterprises The upstream, downstream, or ecological chain enterprises introduced by the newly added industrial chain leading enterprises, high-growth small and medium-sized enterprises, and waist enterprises can be combined with the industrial chain leading enterprises, high-growth small and medium-sized enterprises, or waist enterprises so as to calculate the regional contribution.
1. Awards for the settlement of industrial chain leading enterprises. For the newly added industrial chain leading enterprises with an output value of more than 1 billion yuan in the previous year, the maximum support is 10 million yuan; for those with an output value of more than 500 million yuan, the maximum support is 5 million yuan; for those with an output value of more than 100 million yuan, the maximum support is 1 million yuan.
2. Awards for the settlement of high-growth small and medium-sized enterprises and waist enterprises. The maximum support for newly added high-growth small and medium-sized enterprises and waist enterprises is 500,000 yuan, and those reaching the designated size in the same year will be given another support of 200,000 yuan.
Article 9 Subsidy for the Landing of Major Projects The support will last for a maximum of 3 consecutive years, and those that have received the same type of subsidy at the district level will no longer be supported repeatedly.
1. Support for the construction of new factory buildings. Enterprises are supported to build new factory buildings in the district, including factory building construction, and the purchase and installation of production lines and R&D equipment, etc., and a support is given to them at 50% of the approved annual total investment. The maximum annual cumulative support for the high-growth small and medium-sized enterprises and waist enterprises is 5 million yuan; the maximum annual cumulative support for the leading enterprises in the industrial chain is 10 million yuan.
2. Support for factory purchase. Enterprises are supported to purchase factory buildings with legal procedures and clear property rights in the district, and will be given 2,000 yuan per square meter of building area for purchase fee. The production lines and R&D equipment will be supported at 50% of the approved annual total investment. The maximum annual cumulative support for the high-growth small and medium-sized enterprises and waist enterprises is 5 million yuan; the maximum annual cumulative support for the industrial chain leading enterprises is 10 million yuan.
3. Support factory leasing. Enterprises are supported to lease factory buildings with legal procedures and clear property rights in the district, and will be given a support according to the building area of the leased site. The production lines and R&D equipment will be supported at 50% of the approved annual total investment. General enterprises will be given a maximum support based on 2,000 square meters of leased site building area, with a maximum cumulative support of 3 million yuan per year; high-growth small and medium-sized enterprises and waist enterprises will be given a maximum support based on 3,000 square meters of leased site building area, with a maximum cumulative support of 5 million yuan per year; industrial chain leading enterprises will be given a maximum support based on 5,000 square meters of leased site building area, with a maximum cumulative support of 10 million yuan per year.
Chapter 4 Encourages Stable Production and Expansion of Existing Stock
Article 10 Awards for a Good Start in the First Quarter For enterprises with a net increase in output value of 10 million yuan (inclusive) - 50 million yuan (exclusive) in the first quarter, the maximum support is 500,000 yuan; for the enterprises with a net increase of 50 million yuan (inclusive)-100 million yuan (exclusive), the maximum support is 800,000 yuan; for the enterprises with a net increase of 100 million yuan or more, the maximum support is 1 million yuan.
Article 11 Awards for Annual Contribution Increment For the industrial chain leading enterprises in the stock with an output value less than 1 billion yuan, 1 billion yuan (inclusive)-2 billion yuan (exclusive), and 2 billion yuan or more, which is higher than the average value of the previous three years, support will be provided at a maximum of 1%, 1.2%, and 1.4% of the annual contribution increment respectively; for the high-growth small and medium-sized enterprises and waist enterprises in the stock with an output value less than 100 million yuan, 100 million yuan (inclusive)-500 million yuan (exclusive), and 500 million yuan or more, which is higher than the average value of the previous three years, support will be given at the maximum of 1%, 1.2%, and 1.4% of the annual contribution increment respectively. The upstream, downstream, or ecological chain enterprises introduced by the industrial chain leading enterprises, or high-growth small and medium-sized enterprises and waist enterprises can be combined with the industrial chain leading enterprises, or high-growth small and medium-sized enterprises and waist enterprises for calculation.
Article 12 Awards for Enterprises Upgrade The advanced manufacturing enterprises that upgrade to a specified size for the first time will be given a one-time support of up to 200,000 yuan.
Chapter 5 Promote the Improvement of Industrial Quality and Efficiency
Article 13 Encourage Enterprises to Increase and Expand Production Stock enterprises are supported to expand production expansion, and general stock enterprises will be supported at 20% of the total investment approved for inclusion in the support scope, with a maximum support of 2 million yuan; the high-growth small and medium-sized enterprises and waist enterprises in the stock will be supported at 30% of the total investment approved for inclusion in the support scope, with a maximum support of 5 million yuan; the industrial chain leading enterprises in the stock will be supported at 50% of the total investment approved for inclusion in the support scope, with a maximum support of 10 million yuan.
Article 14 Encourage Enterprises to Transform Intelligently The stock enterprises are encouraged to carry out intelligent technology upgrades and renovations. Stock enterprises will be given a support according to 20% of the total investment approved, with a maximum support of 2 million yuan; the high-growth small and medium-sized enterprises and waist enterprises in the stock will be supported at 30% of the total investment approved, with a maximum support of 5 million yuan; the industrial chain leading enterprises in the stock will be supported at 50% of the total investment approved, with a maximum support of 10 million yuan.
Article 15 Awards for Cultivating Excellent and Powerful Enterprises
For the following honors, in the case of promotion, the enterprise will enjoy the difference support.
1. Those awarded with the title of national-level manufacturing innovation center and industrial design center will be given a maximum support of 5 million yuan; those awarded with the title of municipal-level industrial innovation center will be given a maximum support of 3 million yuan.
2. Enterprises that obtain the title of Lighthouse Factory will be given a maximum support of 3 million yuan.
3. Enterprises that obtain the title of National-Level Smart Factory, Digital Workshop, Manufacturing Single Champion Enterprise, and Single Champion Product will be given a maximum support of 1 million yuan.
4. Enterprises that obtain the title of Municipal-Level Smart Factory, Digital Workshop, Enterprise Technology Center, and Invisible Champion Enterprise will be given a maximum support of 500,000 yuan.
Chapter 6 Strengthen Service to Enhance Influence
Article 16 Encourage International Exchanges and Cooperation Enterprises are supported to participate in overseas exhibitions with international important industry influence and expand the international market. Enterprises participating in the exhibitions are supported in the booth fees, building fees, and conference registration fees, with the maximum support ratio being 30% of the actual expenses. The maximum support amount for a single exhibition is 500,000 yuan, and the maximum support amount for each enterprise is 1 million yuan.
Article 17 Enhance the Industry Influence Enterprises are supported to hold industrial conferences, competitions, exhibitions, and other forms of industrial activities in this district to enhance the influence of the industry. For the sponsors, contractors, and co-organizers of industrial activities and other funding units filed by Beijing Tongzhou District Bureau of Economy and Information Technology before an activity is held, support will be given according to 50% of the actual amount, with a maximum support of 1 million yuan for each activity.
Article 18 Help Micro, Small and Medium-Sized Enterprises Grow The service subsidy granted for micro, small and medium-sized enterprises in Tongzhou District is 3 million yuan. The micro, small and medium-sized enterprises in Tongzhou District can enjoy service subsidies if they use the smart service platform of micro, small and medium-sized enterprises in Tongzhou District to sign digital service, industrial and commercial taxation, intellectual property right, legal service, talent consultation, audit service and qualification certification service contracts with service agencies. The maximum annual subsidy for a single micro/small/medium-sized enterprise is 20,000 yuan; the maximum amount of subsidy for a single contract is 30% of the total contract amount and the maximum support is 20,000 yuan.
Chapter 7 Fund Application and Project Management
Article 19 Tongzhou District Bureau of Economy and Information Technology shall, in accordance with the Several Measures on Accelerating the High-Quality Development of Industries in BMC and the actual situation of the development of this district, compile and issue a notice on the application for advanced manufacturing development projects, and organize the application related work.Article 20 An enterprise shall submit relevant documents within the prescribed application time, and, if it fails to submit an application within the prescribed time, it shall be deemed as an automatic waiver.
Article 21 The key projects with strong industry driving force, great contribution to local economic development, and great industry influence will be given the maximum support by the way of "one enterprise, one policy" and on the basis of discussing each issue separately. The original district-level decision-related matters shall be still implemented in accordance with the decision contents.
Chapter 8 Supplementary Provisions
Article 22 In line with the principle of "preferential treatment and non-repetition", the implementation rules are not repeated with other industrial policies at the district level; if the same project complies with multiple support categories in the implementation rules, only one item can be selected for application in the same year.Article 23 Tongzhou District Bureau of Economy and Information Technology shall be responsible for the interpretation of these implementation rules, and shall make adjustments according to the actual situation of the year. These rules shall be implemented as of the date of promulgation.
