Chapter 1 General Principles




Article 1 Background and Basis
In order to accelerate the agglomeration and development of the agricultural industry chain, stimulate the new momentum for the development of modern seed industry and planting industry, cultivate new agricultural productivity, and promote high-quality development of the agricultural industry, these implementation rules are formulated in accordance with the spirit of the Several Measures on Accelerating the High-Quality Development of Industries in BMC and the actual development situation of Tongzhou District.

Article 2 Support Principles
The use and management of support funds in these implementation rules shall adhere to the principles of "openness, fairness and justice" and take into account both social benefits and economic benefits.

Chapter 2 Application Subject
Article 3 Application Subject
These implementation rules apply to the seed enterprises that comply with the functional positioning and industrial development direction of Tongzhou District and the related service agencies, as well as the planting enterprises and related service agencies.

Article 4 Identification of Agricultural Chain Leader Enterprises
The agricultural chain leader enterprises shall strictly abide by laws and regulations, and comply with the agricultural industrialization development orientation of Tongzhou District and the following basic standards:
(I) Main business proportion
The annual sales (transaction) amount of the main agricultural products operated by the enterprise or the annual income from the main agricultural business accounts for more than 70% of the annual total income of the enterprise.
(II) Enterprise scale
The total asset scale of the enterprise is more than 30 million yuan, and the fixed asset scale is more than 10 million yuan. The annual operating income is more than 30 million yuan.
(III) Enterprise benefits
The return on total assets of the enterprise shall be higher than the current one-year bank loan benchmark interest rate; the enterprise shall operate in good faith and in compliance with the law, pay wages and social insurance on time, depreciate fixed assets on a monthly basis, have no major tax-related violations, and achieve a production and sales rate of more than 90%.
(IV) Enterprise liabilities and credit
The asset-liability ratio of the enterprise shall generally be less than 60%; enterprises with bank loans shall not have a bad credit record in the past two years.
(V) Enterprise's driving ability
In the process of being engaged in agricultural product production, processing, circulation, and service, the enterprise can drive more than 100 farmers through the establishment of contracts, cooperation, stock cooperation, and other interest linkage methods, of which farmers in the district account for more than 50%; or the number of rural laborers (signing labor contracts) in the district arranged by the enterprise accounts for more than 20% of the total number of employees.
(VI) Enterprise product competitiveness
The enterprise's product quality, product technology content, and new product development ability are at the leading level in the same industry, and the enterprise has its own products, and independent registered trademarks and brands. The products comply with the requirements of industrial policy, environmental protection policy, and green development in this district, and have been certified by the relevant quality management standard system, and there have been no product quality and safety incidents in the past two years.
(VII) Other circumstances where enterprises can be identified as chain leader enterprises.
1. The enterprises that have obtained the qualifications of national key leading enterprises in agricultural industrialization and Beijing key leading enterprises in agricultural industrialization naturally obtain the qualifications of agricultural chain owners in Tongzhou District.
2. Chinese central State-owned enterprises and listed companies of agricultural category, seed enterprises with credit rating above AAA of China National Seed Association (latest edition), the vegetable seed industry credit key enterprise headquarters (latest edition), and the headquarters of the above-mentioned enterprises and their subordinate secondary subsidiaries naturally obtain the qualifications of agricultural chain leader enterprises in Tongzhou District.

Chapter 3 Support Strengthening, Extension and Supplementation of the Chain
Article 5 Strengthen the Chain Leader Enterprises
Focus on the core links and leading enterprises of the modern agricultural industrial chain, attract large and strong enterprises, and cultivate excellent and powerful enterprises.
(I) For the newly added leading enterprises of the industrial chain in Tongzhou District, if the annual operating income reaches more than 30 million yuan, support will be provided at a maximum of 1% of the annual operating income, with a maximum support of 5 million yuan;
(II) For the leading enterprises of the industrial chain that have been established in Tongzhou District, if the annual operating income reaches more than 30 million yuan, support will be provided at a maximum of 2% of the annual operating income increment, with a maximum support of 5 million yuan.

Article 6 Cultivate the Growth of Small and Medium-Sized Enterprises
Increase the efforts to cultivate small and medium-sized enterprises, build a new pattern of gradient development of small, medium and large enterprises, and lay a solid foundation for the development of modern agriculture.
(I) Support for the growth will be provided for the seed and planting small and medium-sized enterprises that have been operating in Tongzhou District and whose annual operating income continues to grow. For every increase of 3 million yuan in the annual operating income compared with the previous year, a support of 60,000 yuan will be provided, and a single enterprise will be supported up to 600,000 yuan per year;
(II) This article and Article 5 "Strengthen the Chain Leader Enterprises" shall not be enjoyed at the same time based on the principle of "preferential treatment and non-repetition".

Article 7 Support for the Entire Industry Chain
Support seed companies and planting companies with the ability of "integrating breeding, propagation and extension" and "integrating production and marketing" to accelerate their growth and drive the development of the entire industry chain.
(I) Support the development of "integrating breeding, propagation and extension" in the seed industry, and provide a support of 100,000 yuan, 300,000 yuan, and 500,000 yuan respectively to seed companies whose annual operating income exceeds 30 million yuan, 50 million yuan, and 100 million yuan for the first time.
(II) Promote the development of "integrating production and marketing" in the planting industry, and provide a support of 100,000 yuan, 300,000 yuan, and 500,000 yuan respectively to planting enterprises whose annual operating income exceeds 100 million yuan, 500 million yuan, and 1 billion yuan for the first time.

Chapter 4 Encourages the Introduction of Large and Strong Enterprises
Article 8 Attract Excellent Enterprises, and Gather and Strengthen Chains to Promote Development
Make targeted efforts to continuously extend and expand the modern agricultural industrial chain. Encourage platform-based enterprises such as agricultural chain leader enterprises, park operators, building operators, and fund management institutions to drive a number of supporting enterprises, upstream and downstream enterprises, service enterprises, and major projects that are highly related to the seed industry and planting industry to land, and accelerate the construction of a complete industrial chain.
(I) If the annual operating income of the introduced seed industry enterprise exceeds 30 million yuan, a consolidated calculation support of 0.5% of the cumulative income will be given,
with a maximum support of 5 million yuan.
(II) If the annual operating income of the introduced planting industry enterprise exceeds 50 million yuan, a consolidated calculation support of 0.5% of the cumulative income will be given, with a maximum support of 5 million yuan.

Article 9 Promote the Agglomeration and Development of High-quality Resources
Vigorously attract a number of high-quality enterprises, headquarters enterprises, and innovative institutions to land, and create a "gathering place" for high-quality development of modern agriculture. The newly added Chinese central State-owned enterprises and listed companies of agricultural category, seed enterprises with a credit rating above AAA from the China National Seed Association (latest edition), vegetable seed credit key enterprises (latest edition), and seed production and operation license holders in Tongzhou District will be supported upon recognition.
(I) The Chinese central State-owned enterprises and listed companies of agricultural category, seed enterprises with a credit rating above AAA from the China National Seed Association (latest edition), and vegetable seed credit key enterprises (latest edition) will be supported up to 5 million yuan if they locate their headquarters in Tongzhou District.
(II) The companies listed in paragraph (I) of this article will be supported up to 500,000 yuan, 300,000 yuan, and 100,000 yuan respectively in light of the enterprise size provided that they locate their regional headquarters, branches, subsidiaries, and R&D centers of seed and planting enterprises in Tongzhou District.
(III) The seed enterprises holding seed production and operation license A that settle in Tongzhou District will receive a maximum support of 3 million yuan; the seed enterprises holding seed production and operation license B, C, or D that settle in Tongzhou District will receive a maximum support of 1.5 million yuan; the seed enterprises holding seed production and operation license E, F, or G that settle in Tongzhou District will receive a maximum support of 500,000 yuan.
(IV) Support the introduction of innovative institutions. Where national and municipal well-known modern seed industry-related colleges, institutes, and institutions build R&D centers, achievement transformation bases, experimental stations, and frontier science centers in the seed industry park, each enterprise (or institution) will receive a maximum support of 500,000 yuan. The physical R&D transformation institutions will be given a maximum support of 1 million yuan upon examination and approval. The introduction of industrial entities and scientific research institutions that undertake major national strategic tasks to land core R&D platforms will be carried out on the basis of discussing each issue separately.

Chapter 5 Actively Cultivate Excellent and Powerful Enterprises
Article 10 Encourage Enterprises to Achieve Innovation and Development
Focus on cultivating high-quality enterprises, support enterprises to strive for excellence, accelerate the formation of new quality productivity, and enhance the advantages of industrial development.
(I) For the key leading enterprises of agricultural industrialization recognized for the first time by the national and Beijing agricultural and rural departments, a one-time support of 500,000 yuan and 200,000 yuan will be given respectively.
(II) The enterprises that obtain the title of AAA, AA, and A credit enterprise recognized the China National Seed Association for the first time in the application year will be given a support of 300,000 yuan, 100,000 yuan, and 50,000 yuan respectively, and this article supports the implementation of a verification and reduction mechanism.
(III) The enterprises that obtain the seed production and operation license A for the first time in the application year will be given a maximum support of 3 million yuan; those who obtain the seed production and operation license B, C, and D for the first time in the application year will be given a maximum support of 1.5 million yuan; those who obtain the seed production and operation license E, F, and G for the first time in the application year will be given a maximum support of 500,000 yuan.

Article 11 Support Efficient Facility Agriculture
Promote the intelligent and green development of planting industry, and impel the upgrading of facility agricultural production and the development of the entire industrial chain. Planting enterprises are encouraged to build high-efficiency facility agriculture projects in accordance with the requirements and standards of the Guiding Opinions on Actively and Steadily Promoting the Development of High-efficiency Facility Agriculture (Jing Zheng Nong Fa [2021] No.93) and the Implementation Rules for the Management of Efficient Facility Agriculture Projects in Beijing (Trial) (Jing Zheng Nong Fa [2022] No.39). The enterprises that have completed construction and put into operation (with facility agriculture projects initiated after 2024) will be given a one-time support at the district level according to 10% of the project settlement review construction cost, with a maximum support of 10 million yuan for a single project.

Article 12 Strengthen the R&D and Innovation of New Varieties
Reinforce the support for breeding innovation research, and support the concentrated application of international cutting-edge biological breeding technologies such as gene editing, whole genome breeding, and transgenosis in seed industry parks.
(I) For the enterprises and scientific research institutions that have obtained the national new variety approval certificate, a single variety will be supported by 1 million yuan, and a single enterprise will be supported by a maximum of 4 million yuan.
(II) For the enterprises and scientific research institutions that have obtained the Beijing new variety approval certificate, a single variety will be supported by 500,000 yuan, and a single enterprise will be supported by a maximum of 2 million yuan.

Article 13 Support the Construction of Characteristic Brands
Actively forge characteristic agricultural brands, develop characteristic agriculture in light of local conditions, and promote the integrated development of the primary, secondary, and tertiary industries.
(I) A one-time support of 500,000 yuan will be given to enterprises that have newly obtained the national geographical indication certification of agricultural products.
(II) For the characteristic agricultural products that are included in the "Jingnong·Yunhe Renjia" brand certification for the first time in the application year, a one-time support of 50,000 yuan will be given provided that the annual sales revenue of a single product reaches 1 million yuan.

Chapter 6 Optimize the Industrial Ecology

Article 14 Encourage Land Transfer
Increase the land transfer support subsidies, encourage enterprises or institutions to lease land from village collectives, town-level joint venture companies, and district-level platform companies, drive the common prosperity of villagers, and promote the development of modern agriculture in a large-scale, intelligent and technological way.
(I) For the seed enterprises or institutions that comply with the conditions, if the contiguous operating area used for breeding in the seed park reaches 100 mu or more each year, the maximum support is 50% of the land rent.
(II) The planting companies or institutions are encouraged to carry out smart planting and scientific planting. If the total grain planting area in Tongzhou District reaches 10,000 mu or more each year, a support will be given at 200 yuan per mu; if the total vegetable planting area in Tongzhou District reaches 3,000 mu or more each year, a support will be given at 200 yuan per mu.
(III) The land transfer support will be implemented until the end of 2028, except for those that have already enjoyed land rent subsidies or the land rent is directly paid by fiscal funds.

Article 15 Support Preferential Leasing of Office Space
Promote the development of industrial agglomeration in the park. New enterprises or institutions that rent office and scientific research spaces in the seed industry park will be given rent subsidies after evaluation. Subsidies will be given in three grades, 100%, 70%, and 50% of the average rent level in the district, with a maximum annual subsidy area of 1,000 square meters and a maximum annual subsidy amount of 1 million yuan, for three consecutive years.

Article 16 Support Enterprises to Participate in Exhibitions
Encourage enterprises to participate in, hold, and host international and domestic related forums, conferences, exhibitions, innovation and entrepreneurship competitions, and other activities to enhance the influence of the industry.
(I) For the enterprises that shall host international, national, and Beijing modern seed industry and planting industry related forums, conferences, exhibitions, innovation and entrepreneurship competitions, and other activities to meet the needs of Tongzhou District, a support will be given at a rate not exceeding 50% of the actual amount incurred. The maximum support in the year is 300,000 yuan. Particularly important exhibitions and forums shall be held on the basis of discussing each issue separately.
(II) The enterprises that hold internal exhibitions will be given a support at a rate not exceeding 50% of the actual amount incurred, with a maximum support of 30,000 yuan in the year.
(III) The enterprises that participate in large-scale international and domestic exhibitions with great influence and promote their own products will be given a support not exceeding 50% of the actual amount incurred, with a maximum support of 30,000 yuan per enterprise.

Chapter 7 Funding Application and Management

Article 17 Application Process
The applicant shall submit application documents to Beijing Tongzhou District Bureau of Agriculture and Rural Affairs in accordance with the application notice. After the application is reviewed and approved, Beijing Tongzhou District Finance Bureau shall allocate funds according to the approved plan.

Article 18 Application Requirements
The applicant shall bear full responsibility for the legality, authenticity, and validity of the application documents. If the applicant is involved in forging or fabricating application documents, or violates relevant laws and regulations to obtain support funds, causing serious consequences, it shall be transferred to the judicial authorities for handling.

Article 19 Fund Management
(I) Qualified enterprises may enjoy other support policies of Beijing and Tongzhou District at the same time, and the same type of support at the district level shall adopt the principle of "preferential treatment and non-repetition". The same applicant shall apply for no more than two different types of support under these rules in the same year.
(II) The major projects that meet the strategic positioning of the "Two Zones and Two Centers" and undertake major national strategic tasks will be supported on the basis of discussing each issue separately.

Chapter 8 Supplementary Provisions

Article 20 These implementation rules shall be implemented from the date of promulgation, and the above policies shall be adjusted accordingly in case of major policy changes by the country, Beijing, or Tongzhou District during the implementation process. Beijing Tongzhou District Bureau of Agriculture and Rural Affairs shall be responsible for the interpretation of these implementation rules.

Explanation of Related Terms

(I) Seed industry and planting service agencies

Seed and planting service agencies refer to the agencies that directly provide various services to the main bodies engaged in seed and planting production and management in order to meet the needs of seed and planting production and development, such as government public service organizations, agricultural colleges, and research institutes.
(II) Chinese central State-owned enterprise
For the specific list, refer to the list of enterprises published on the official website (http://www.sasac.gov.cn/index.html) of the State-owned Assets Supervision and Administration Commission of the State Council.
(III) Listed company
It is subject to the industry classification standard of listed companies in the Industry Classification Standard for Listed Companies in China's Securities Market revised in 2019.
(IV) AAA credit enterprise of China National Seed Association
The selection of AAA credit enterprises is organized by China National Seed Association. For the specific list, refer to the list of enterprises published on the official website (http://www.seedchina.com.cn/home/index
) of China National Seed Association.
(V) Vegetable seed industry credit key enterprise
The selection of AAA credit enterprises is organized by China National Seed Association. For the specific list, refer to the list of enterprises published on the official website (http://www.seedchina.com.cn/home/index
) of China National Seed Association.
(VI) National key leading enterprise in agricultural industrialization, Beijing key leading enterprise in agricultural industrialization
It refers to the enterprise recognized according to the Administrative Measures for Identification and Operation Monitoring of National Key Leading Enterprises in Agricultural Industrialization and the Administrative Measures for Identification and Dynamic Monitoring of Key Leading Enterprises in Agricultural Industrialization in Beijing.
(VII) Seed production and operation license
It refers to the license obtained in accordance with the Measures for the Administration of Crop Seed Production and Operation Licenses.
(VIII) "Two Zones and Two Centers"
"Two Zones and Two Centers" means the strategic positioning of "National Strategic Species Seed Source Security Pilot Zone, International Biobreeding Frontier Technology Innovation Center, International Seed Industry Innovation Achievements Convergence and Transformation Center, and National Modern Seed Industry Cluster Development Demonstration Zone" proposed in the Yujiawu International Seed Technology Park Industry Plan (2022-2030).
