Implementation Rules on the High-Quality Development of SMEs that Use Specialized and Sophisticated Technologies to Produce Novel and Unique Products Enterprises in BMC
Chapter 1 General Principles
Article 2 The use and management of funds involved in these implementation rules shall follow the principles of openness, transparency, highlighting key points, and focusing on performance, and guide and drive the specialization, refinement, specialization, and innovation of the industry.
Article 3 Beijing Tongzhou District Bureau of Economy and Information Technology shall be responsible for the collection, redemption, acceptance, and supervision and management of the funding support projects mentioned in these implementation rules, and Beijing Tongzhou District Finance Bureau shall be responsible for the budget arrangement and use supervision of the support funds.
Chapter 2 Support Objects and Recognition Standards
Article 4 Support Objects The enterprises registered in Tongzhou District, Beijing Municipality, with independent legal person qualifications. The following basic conditions shall be met at the same time:
1. Normalized internal governance structure;
2. Sound financial management system;
3. No major bad credit record in the past three years.
Chapter 3 Support Directions
Article 5 Echelon Upgrade Support
The enterprises that have won the honorary title of "SMEs that Use Specialized and Sophisticated Technologies to Produce Novel and Unique Products" in Beijing, will be given a maximum support of 200,000 yuan; the enterprises that have won the Little Giant honorary title of "SMEs that Use Specialized and Sophisticated Technologies to Produce Novel and Unique Products" at the national level will be give a maximum support of 800,000 yuan; a single enterprise will not be supported repeatedly, and will enjoy the difference reward for promotion. The enterprises that have won the honorary titles of single champion demonstration enterprises in the manufacturing industry and single champion products in the manufacturing industry will be given a maximum support of 1 million yuan.
Article 6 Transformation and Upgrade Support
Support the SMEs that use specialized and sophisticated technologies to produce novel and unique products to carry out digital, network-based, intelligent, and green transformation and upgrading. Encourage enterprises to accelerate intelligent upgrading and digital transformation, support enterprises to implement technological transformation and industrialization projects of innovative achievements, and provide subsidies according to 30% of the investment in new equipment (including software information equipment) of the approved projects, with a maximum support of 3 million yuan.
Article 7 Loan Interest Subsidy Support
Where the SMEs that use specialized and sophisticated technologies to produce novel and unique products obtain loans from banks for facility construction or production and operation, they, after being identified, will be given an interest subsidy support according to 50% of the actual annual interest paid, with a maximum of 2 years for the interest subsidy of a single loan and a maximum annual subsidy of 500,000 yuan.
Article 8 Expand Publicity Support
The enterprises and units that host activities sponsored (guided and supported) by the related departments at the national level, at Beijing municipal level, and of Tongzhou District People's Government in the district will be given a maximum of 500,000 yuan, 300,000 yuan, and 100,000 yuan in funding subsidies for the venue fees, conference service fees, and other expenses incurred during the activities, and the maximum subsidy amount for a single activity is 50% of the actual expenses incurred by the activity, and the maximum annual support for a single applicant is 1 million yuan.
Chapter 4 Fund Application and Project Management
Article 9 In line with the principle of "preferential without duplication", the implementation rules are not repeated with other industrial policies at the district level; if the same project complies with multiple support categories in the implementation rules, only one item can be selected for application in the same year; the maximum total annual support for a single enterprise is 3 million yuan.
Article 10 Tongzhou District Bureau of Economy and Information Technology shall be responsible for the interpretation of these implementation rules, and shall make adjustments according to the actual situation of the year. These implementation rules shall be implemented as of the date of promulgation.
