Implementation Rules for High-Quality Development of the Construction Industry in BMC
These rules are formulated with a view to implementing the Several Measures on Accelerating the High-Quality Development of Industries in BMC, accelerating the development, transformation and upgrading of the construction industry, focusing on greening and industrialization as the industrial development objectives, optimizing the industrial structure, and continuously enhancing the comprehensive strength and competitiveness of the construction industry in our district.
Article 1 Encourage the Introduction of High-Quality Enterprises For the newly-added construction industry enterprises with special-grade qualifications or an annual output value exceeding 1 billion yuan, the maximum support shall be 70% of the annual regional contribution value; for the newly-added construction industry enterprises with first-class qualification or an annual output value exceeding 200 million yuan, the maximum support shall be 50% of the annual regional contribution value.
Article 2 Encourage Sustainable Development of Stock Enterprises The construction industry enterprises in the district with an annual output value of more than 200 million yuan and a growth rate of 5% or more shall be supported according to 70% of the annual regional contribution value increment. The construction industry enterprises in the district with an annual output value of more than 200 million yuan and a growth rate of 0-5% (exclusive) shall be supported according to 50% of the annual regional contribution value increment.
Article 3 Support Enterprises to Expand Overseas For the construction enterprises in the district whose output value outside Beijing has achieved positive annual growth, if the output value outside Beijing exceeds 1 billion yuan, 5 billion yuan, 10 billion yuan, 20 billion yuan, and 50 billion yuan, the maximum support will be 200,000 yuan, 500,000 yuan, 1 million yuan, 2 million yuan, and 5 million yuan respectively.
Article 4 Encourage Enterprises to Upgrade Their Qualifications For the construction industry enterprises in the district that have upgraded to super qualifications, the maximum support is 10 million yuan, and the support funds shall be realized in three years. For the construction industry enterprises in the district that have upgraded to the first-class qualifications of general contracting, a support of 2 million yuan will be given at one time; a support of 1 million yuan will be given at one time to the construction industry enterprises in the district that have upgraded to the first-class qualifications of professional contracting.
Article 5 Strengthen Office and Land Support Support the construction land of the headquarters, speed up the supply of land, and provide policy support for those that purchase land for production, R&D, and office space. For the newly-added construction enterprises with qualifications of the first class or higher or an annual output value reaching 200 million yuan that lease production, R&D, and office buildings, the rent shall be subsidized according to the standard of 50% of the actual unit price and the maximum 2 yuan/(square meter·day), the subsidized area of each enterprise shall not exceed 2,000 square meters, and the continuous subsidy duration shall not exceed 3 years.
Article 6 Strengthen Housing Security The senior executives of construction enterprises with qualifications of the first class or higher or with an annual output value of more than 200 million yuan who rent non-affordable housing in our district will be granted a rental subsidy of up to 100,000 yuan for a maximum period of 3 years after recognition. The enterprises that meet the requirements of relevant policies or have made outstanding contributions may collectively apply for affordable rental housing or talent rental housing.
Article 7 Support the Landing of Industrial Factories The enterprises that invest in and build high-tech construction industry factories in our district, own projects with independent legal personality (excluding industrial parks), and have fixed asset investments of 50 million yuan, 200 million yuan, and 500 million yuan will be given the maximum support of 1 million yuan, 2 million yuan, and 3 million yuan respectively.
Article 8 Promote Industrial Agglomeration Comprehensively optimize the industrial layout, give play to the role of industrial guidance fund, and support the establishment of industrial sub-funds. Make full use of the advantages of our district as a National Demonstration Zone for Green Development and national prefabricated demonstration city, build prefabricated industrial parks and green building material industrial parks, and promote the development of building industrialization and green agglomeration. Guide the construction general contractor to integrate professional subcontractors, equipment and building material suppliers, labor service units, etc., give play to the aggregate driving effect in key projects and large-scale projects, and expand the regional contribution of the project to the district. If the annual regional contribution reaches 50 million yuan or more, combined calculation support will be provided for 70% of the annual regional contribution above the established standard. If the annual contribution is 10 million yuan or more but less than 50 million yuan, combined calculation support will be provided for 50% of the annual regional contribution above the established standard.
Article 9 Strengthen Project Demonstration and Guidance For the new ultra-low energy-consumption buildings, near-zero energy consumption buildings, and zero-energy consumption buildings, subsidies will be given to the construction unit according to the standard not exceeding 200 yuan/square meter, 300 yuan/square meter, and 500 yuan/square meter respectively, and the maximum support for a single demonstration project is 3 million yuan. The implementation of urban renewal will be supported. For the energy-saving and green transformation projects of public buildings, a subsidy of no more than 20 yuan per square meter will be given to the construction units according to the implemented building area, and the total amount of support funds for a single project shall not exceed 30% of the transformation investment.

These rules shall come into force as of the date of promulgation, and the relevant provisions shall follow the principle of "preferential treatment and non-repetition" with other policies and provisions concerning enterprises in Tongzhou District, and the total amount of support shall not be higher than 70% of the annual regional contribution value. The personalized policy needs of super-class construction industry enterprises or construction industry enterprises with an annual output value of more than 1 billion can be supported on the basis of discussing each issue separately. Beijing Tongzhou District Commission of Housing and Urban-Rural Development shall be responsible for the interpretation of this policy. In case of relevant policy adjustments during the implementation process, the latest policy shall be implemented.
