To accelerate the advancement of the three major initiatives in the Beijing Municipal Administrative Center (BMC)—namely the cultivation of the "Ten-Hundred-Thousand" industrial clusters, the "Doubling of Science and Technology Innovation Resources" project, and the "Building of a City of Scenario-based Innovation across the Entire Area"—this document aims to promote the deep integration of the digital economy and the real economy, foster new quality productive forces in the digital economy, and create competitive digital industry clusters. It is formulated to effectively support the BMC in building a modern industrial system, in accordance with the Opinions of the State Council on Supporting the High-quality Development of the Beijing Municipal Administrative Center.
Chapter I General Provisions
Article 1 Targets for Support
Enterprises, innovation consortia, social organizations, and industrial service institutions engaged in research and development, production, and services in areas such as artificial intelligence, cybersecurity, information technology application innovation, data elements, advanced computing, blockchain, metaverse, and other next-generation information technologies and future information sectors, are eligible for support. Adjustments may be made dynamically based on the actual industrial development needs within the jurisdiction.
Article 2 Directions of Support
Support shall be directed toward initiatives that align with the national, Beijing Municipal, and Tongzhou District industrial development strategies and policies, with a focus on digital industry engineering, trial verification, industrialization, and demonstration application promotion. Priority shall be given to driving innovation breakthroughs in future industries, clustering development of emerging industries, strengthening and upgrading of competitive industries, and optimization and upgrading of traditional industries, thereby facilitating industrial innovation, structural optimization, and transformation and upgrading, while supporting economic growth and investment promotion.
Article 3 Modes of Support
For project entities that meet the support criteria, various forms of support such as subsidies, incentives, computing vouchers, and model vouchers shall be provided. Depending on the project implementation cycle, funding support may be allocated on an annual basis.
Chapter II Supporting Enterprises in Enhancing Quality and Development
Article 4 Supporting Rapid Growth of Enterprises
Support will be provided to enterprises to enhance their operational capabilities and achieve rapid growth. Enterprises demonstrating strong leadership and fast growth may receive a one-time support of up to RMB 200,000.
Article 5 Supporting Technological Breakthroughs of Enterprises
Enterprises will be encouraged to carry out software research and development, algorithm innovation, model breakthroughs, and solution innovation to promote industrial iteration and upgrading. Enterprises newly registered with the Cyberspace Administration of China (CAC) for generative artificial intelligence services, domestic deep synthesis service algorithms, or blockchain information services, and that have demonstrated good application outcomes, may receive one-time support of up to RMB 1 million, RMB 200,000, and RMB 100,000 respectively. Each enterprise may receive up to RMB 1 million of support per year.
Article 6 Supporting Enterprises in Enhancing Intelligence
To strengthen the empowerment of various industries through artificial intelligence, small and medium-sized enterprises (SMEs) will be supported in purchasing model services and computing services, with support provided in the form of model vouchers and computing vouchers. For enterprises achieving significant application results, up to 30% of the total contract amount for such services may be subsidized. The annual subsidy limit for each enterprise is RMB 300,000 for model vouchers and RMB 500,000 for computing vouchers.
Article 7 Supporting Enterprises in Developing Standards
Support will be provided for the establishment of industrial standardization systems. Enterprises will be encouraged to participate in the development and application of key standards in the digital economy sector, thereby fostering independent intellectual property rights in critical areas. Enterprises that lead the formulation of international standards, national standards, or local (industry) standards may receive one-time support of up to RMB 500,000, RMB 300,000, and RMB 200,000 respectively. Each enterprise may receive up to RMB 1 million of support per year.
Chapter III Supporting Industrial Innovation and Development
Article 8 Supporting the Development of Industrial Innovation Platforms
1. For innovation entities newly recognized as national manufacturing innovation centers, or as Beijing municipal industrial innovation centers, pilot verification platforms, and the like, one-time support of up to RMB 5 million and RMB 2 million, respectively, shall be provided.
2. For enterprises newly recognized as key laboratories by the Ministry of Industry and Information Technology, or as Beijing municipal high-end design centers or enterprise technology centers, one-time support of up to RMB 1 million and RMB 500,000, respectively, shall be provided
Where a promotion to a higher-level recognition occurs, only the difference between the levels will be subsidized.
Article 9 Supporting the Enhancement of Industrial and Supply Chain Resilience and Security
Enterprises will be encouraged to conduct R&D of information technology application innovation (ITAI) software products and hardware adaptation projects. For leading enterprises awarded for city-level benchmark demonstration first solutions, support of up to 10% of the contract amount for the ITAI products and services (excluding hardware) shall be provided, with a maximum support of RMB 1 million per enterprise.
Article 10 Supporting the Cultivation and Growth of Future Industries
1. Support will be provided for enterprises to accelerate innovation projects in future industries. Enterprises awarded under the Beijing "Create for the Future" Project may receive one-time support of up to RMB 500,000.
2. Enterprises are encouraged to establish innovation platforms oriented toward future industries, characterized by focused leading industries, well-developed infrastructure, specialized supporting services, and distinctive strengths. Such platforms aim to attract and cultivate leading enterprises and high-growth small and medium-sized enterprises. Recognized innovation bases that meet the required conditions will receive annual rewards based on their construction achievements, with support for a single entity not exceeding three consecutive years. The cumulative support for a municipal-level innovation base shall be up to RMB 5 million, and for a district-level base up to RMB 3 million.
Chapter IV Supporting the Development of the Industrial Ecosystem
Article 11 Supporting the Construction of New Digital Infrastructure
The construction of new-generation strategic digital infrastructure such as new types of Internet Exchange Centers, blockchain nodes, computing power dispatch centers, as well as cybersecurity and satellite Internet facilities, will be encouraged. For each eligible project, support of up to 20% of the fixed asset investment included in the support scope will be provided. Support will be granted annually based on performance evaluation, for no more than three consecutive years, with cumulative support capped at RMB 20 million per project.
Article 12 Supporting the Iterative Release of High-quality Application Scenarios
Support will be provided for the release of typical application scenarios. On the "supply side," enterprises and institutions will be encouraged to release application scenarios in areas such as cybersecurity, data elements, future information, metaverse, and autonomous driving, based on their development needs, and to widely adopt outstanding solutions and advanced technologies to create benchmark demonstration cases. On the demand side, enterprises will be supported to develop typical solutions starting from niche and real-world application scenarios, leveraging advanced digital technologies such as 6G, artificial intelligence, cybersecurity, metaverse, big data, cloud computing, and industrial Internet. For application scenario projects featuring advanced technology, high replicability, and strong demonstration effect, up to RMB 500,000 support per project will be provided, with a maximum of RMB 2 million per enterprise annually.
Article 13 Supporting the Construction of Public Service Platforms
Enterprises will be supported in establishing public service platforms aligned with digital industry development trends and their own strengths. These platforms will offer services such as simulation testing, data provision, adaptation and validation, industry-education integration, ecosystem building, and collaborative innovation to enterprises across the industry chain, promoting high-quality innovation and development. For platforms with outstanding service outcomes, a one-time support of up to RMB 500,000 will be granted.
Article 14 Supporting the Organization of Industrial Events
Support will be provided to enterprises or institutions that leverage their influence to organize high-quality industrial conferences, competitions, exhibitions, and other events, fostering a favorable atmosphere for the high-quality development of the digital economy. For event organizers, co-organizers, or other funding contributors that achieve significant results and strong impact, up to 50% of the actual event expenses will be subsidized, with a maximum support of RMB 1 million per enterprise or institution annually.
Chapter V Project Organization and Management Requirements
Article 15
The Beijing Tongzhou District Bureau of Economy and Information Technology shall be responsible for the organization, implementation, and management of these Rules. It shall issue annual funding guidelines and supervise and inspect project implementation progress, completion of task objectives, and daily project management, and shall conduct regular project tracking and performance evaluations.
Article 16
Where the same project or matter meets multiple provisions under these Rules or other support policies in Tongzhou District, support shall be provided in accordance with the principle of "selecting the best without duplication." Projects that meet the requirements of municipal-level policies such as Beijing's high-end, precision, and cutting-edge industries policies may simultaneously apply for and enjoy both municipal and district-level support.
Article 17
Project entities shall be responsible for the accuracy and authenticity of the projects and materials they submit. For projects with contract obligations or other management requirements, the project entities shall implement the projects as agreed and complete the tasks and performance targets.
Chapter VI Supplementary Provisions
Article 18
These Rules shall be interpreted by the Beijing Tongzhou District Bureau of Economy and Information Technology.
Article 19
These Rules shall come into force as of the date of issuance and remain valid for three years. The previous Implementation Rules for Promoting High-quality Development of the Digital Economy Industry in the Beijing Municipal Administrative Center (Tongzhou Bureau of Economy and Information Technology [2024] No. 136) shall be repealed simultaneously.
