To implement the construction tasks of the "Citywide Scenario Innovation City," the "Doubling of Scientific and Technological Innovation Resources," and the "Ten-Hundred-Thousand" Industrial Cluster Cultivation—three major projects driving the development of Beijing Municipal Administrative Center (BMC)—these guidelines have been formulated in accordance with the Several Measures on Accelerating the High-Quality Development of Industries in BMC. The aim is to solidify the foundation of advanced manufacturing, accelerate the coordinated development of future industries, advantageous industries, emerging industries, and traditional industries, foster new drivers and advantages for development, and effectively support the modernization of the BMC’s industrial system.
Chapter I: General Provisions
Article 1: Supported Entities Entities engaged in advanced manufacturing sectors such as pharmaceutical health, intelligent equipment, electronic materials, new energy intelligent vehicles, and green urban industries, as well as those focused on breakthroughs in future industries including future health, future energy, future manufacturing, future materials, future space, and future information. Eligible entities include enterprises and institutions, innovation consortia, social organizations, and industrial service agencies.
Article 2: Support Directions In line with national, Beijing municipal, and Tongzhou district industrial development strategies and policy requirements, support is directed toward engineering, testing and validation, demonstration application, and industrialization within advanced manufacturing. Key priorities include breakthroughs in future industries, clustering of emerging industries, enhancement of advantageous industries, and upgrading of traditional industries, with the aim of promoting innovation, structural optimization, industrial transformation, and integration of advanced manufacturing and modern services, thereby supporting economic growth and investment promotion.
Article 3: Support Methods Subsidies, interest discounts on loans, innovation vouchers, and other support will be provided to project implementers that meet certification standards. Funds may be allocated annually based on project implementation cycles.
Chapter II: Supporting Industrial Innovation Capacity Building
Article 4: Support for Strengthening Pilot and Intermediate Testing Capabilities Enterprises are encouraged to proactively engage in emerging industrial tracks by implementing pilot and intermediate-scale manufacturing capacity enhancement projects. Support will be provided up to 30% of the verified total investment of pilot and intermediate testing projects, with a maximum of three consecutive years of support per project and a cumulative cap of RMB 10 million.
Article 5: Support for First-Time Application of Innovative Results Enterprises are encouraged to cooperate with application parties to expedite initial use of innovative products and accelerate product iteration and refinement. Support will be provided up to 30% of the total transaction amount for enterprises producing first sets of equipment or first batches of materials. Enterprises receiving municipal-level first-set or first-batch support may receive up to 50% matching support at the district level. Each enterprise can receive up to RMB 3 million annually.
Article 6: Support for Developing New Industrialization Scenarios Encouragement is given to releasing typical application scenarios.
On the supply side, leading enterprises are supported in offering scenario opportunities and testing environments to upstream supply chain enterprises, based on diverse needs such as design, production, and inspection.
On the demand side, enterprises are supported in providing solutions for new technologies, processes, materials, and products in advanced manufacturing, showcasing scenario-building capabilities to promote technical iteration and large-scale adoption. Upon approval, projects with leading technologies, scalability, and demonstrative significance can receive up to RMB 2 million in cumulative support.
Article 7: Support for Building Industrial Innovation Platforms Up to RMB 5 million will be provided to innovation entities recognized as national manufacturing innovation centers. Up to RMB 2 million for entities recognized as municipal industrial innovation or testing platforms. Up to RMB 500,000 for municipal enterprise technology centers. In the case of promotion the enterprise will only enjoy the difference support.
Article 8: Support for Establishing Incubation Bases for Emerging Industries Encouragement is given to establish future industry-oriented incubation bases with clear industrial focus, well-developed infrastructure, specialized services, and distinct advantages to attract key enterprises and high-growth SMEs. Upon approval, annual support will be provided for no more than three consecutive years. Cumulative support caps: RMB 5 million for municipal-level bases, RMB 3 million for district-level bases.
Chapter III: Supporting Industrial Capacity Upgrading
Article 9: Support for Industrial Upgrading to High-End and Intelligent Levels Enterprises are encouraged to implement projects involving equipment upgrades, process optimization, and digital empowerment. Support will be up to 30% of the verified total project investment, with a maximum of three consecutive years of support and a cumulative cap of RMB 20 million. For enterprises awarded municipal "New Intelligent Manufacturing 100" projects, matching support of up to 50% will be provided, capped at RMB 1 million annually per enterprise. Enterprises recognized as municipal intelligent factories (advanced level) or digital workshops will receive up to RMB 500,000. Enterprises recognized as national intelligent factories (excellent or pilot level) will receive up to RMB 3 million.
Enterprises recognized as World Economic Forum "Lighthouse Factories" will receive up to RMB 5 million. In the case of promotion the enterprise will only enjoy the difference support.
Article 10: Support for Loan Interest Discounts for Industrialization to promote collaboration between manufacturing and finance, enterprises are encouraged to accelerate project development through bank credit. Interest subsidies will be provided up to the actual amount of interest paid, with a maximum of three consecutive years and a cumulative cap of RMB 10 million per project.
Article 11: Support for Industrial Mergers and Acquisitions Enterprises are encouraged to implement mergers and acquisitions in compliance with national strategies and relevant Beijing policies to enhance industrial capacity. Matching support of up to 1:1 with municipal funding will be provided, for up to three years, with a cumulative cap of RMB 50 million per project.
Article 12: Support for International Certification Enterprises are encouraged to obtain international certifications to enhance global competitiveness and recognition. First-time certifications such as NG, CE, etc., may receive up to RMB 100,000 per category.
Products first certified by CNAS (China National Accreditation Service) or ILAC (International Laboratory Accreditation Cooperation) will receive up to RMB 100,000 per product. Each enterprise can receive up to RMB 1 million annually.
Article 13: Support for Manufacturing Standards Development Enterprises are encouraged to participate in the development and application of key standards in advanced manufacturing and to establish independent intellectual property rights in critical areas. Support caps: RMB 500,000 for international, national, and industry standards; RMB 300,000 for local standards; RMB 100,000 for group standards.
Annual support per enterprise is capped at RMB 1 million. Each enterprise can receive up to RMB 1 million annually.
Chapter IV: Supporting the Construction of Industrial Ecosystems
Article 14: Support for Hosting Industrial Events Enterprises are encouraged to host high-quality industrial conferences, competitions, exhibitions, and other events to foster a favorable environment for high-quality development of advanced manufacturing. Up to 50% of actual event expenditures will be supported. Annual support per enterprise is capped at RMB 1 million.
Article 15: Support for Industrial Integration Integration of advanced manufacturing with productive services is encouraged, promoting new models such as "industry + tourism," "industry + education," and "industry + design." Support will be provided to demonstration units improving service capabilities, building industrial ecosystems, and developing brands. Demonstration units may receive up to RMB 1 million; entities recognized as national or municipal industrial design centers or advanced industry design centers may receive up to RMB 5 million.
Article 16: Support for Public Services Small and micro enterprises are encouraged to purchase services such as digitization, financial and tax management, intellectual property, legal, talent and consulting, auditing, and certification. Innovation voucher subsidies will be provided up to 30% of the contract amount per service, with an annual subsidy cap of RMB 50,000 per enterprise.
Chapter V: Project Organization and Management Requirements
Article 17: The Tongzhou District Bureau of Economy and Information Technology is responsible for organizing and managing these guidelines, issuing annual funding implementation guidelines, supervising project progress and completion of objectives, conducting daily project management, and carrying out regular tracking and performance evaluation.
Article 18: If a single project or item is eligible under multiple clauses of these guidelines or under other support policies in Tongzhou District, support shall be granted based on the "most favorable but non-duplicative" principle. Projects that meet the requirements of municipal-level policies such as Beijing's high-end, precision, and cutting-edge industries policies may simultaneously apply for and enjoy both municipal and district-level support.
Article 19: Project implementers are responsible for the accuracy and authenticity of the project and submitted materials. For projects with contract obligations or other management requirements, the project entities shall implement the projects as agreed and complete the tasks and performance targets.
Chapter VI: Supplementary Provisions
Article 20: These guidelines are interpreted by the Tongzhou District Bureau of Economy and Information Technology.
Article 21: These guidelines shall take effect from the date of issuance and remain valid for three years. The Implementation Guidelines on High-Quality Development of Advanced Manufacturing Industries in BMC (Tongjingxin [2024] No. 140) shall be repealed simultaneously.
