Chapter 1 General Principles
Article 1 Background and Basis
To accelerate the agglomerated development of the agricultural industrial chain, stimulate new drivers for the development of modern seed and planting industries, cultivate new quality productivity in agriculture, and promote the high-quality development of the agricultural industry, these guidelines are formulated based on the Opinions of the State Council on Supporting the High-Quality Development of Beijing Municipal Administrative Center (BMC) (Guo Fa [2021] No. 15), Beijing Seed Industry Revitalization Implementation Plan (Jing Ban Zi [2022] No. 5), and Beijing Action Plan for the Construction of Agricultural Zhongguancun (2022–2026) (Jing Ban Zi [2022] No. 28), in conjunction with the actual development situation of Tongzhou District.
Article 2 Support Principles
The use and management of support funds in these implementation rules shall adhere to the principles of "openness, fairness and justice" and take into account both social benefits and economic benefits.
Article 3 Application Subject
These implementation rules apply to the seed enterprises that comply with the functional positioning and industrial development direction of Tongzhou District and the related service agencies, as well as the planting enterprises and related service agencies.
Chapter II: Supporting the Strengthening, Extension, and Completion of Industrial Chains
Article 4: Expanding Industrial Scale
Focusing on strengthening and completing key links in the modern agricultural industrial chain to cultivate and reinforce leading enterprises. Enterprises are encouraged to achieve continuous growth and expand in scale. Enterprises with annual operating revenue exceeding RMB 30 million will be supported at 2% of the revenue increase, with a maximum of RMB 5 million.
Article 5: Fostering Growth of Small and Medium Enterprises (SMEs)
Increase the efforts to cultivate small and medium-sized enterprises, build a new pattern of gradient development of small, medium and large enterprises, and lay a solid foundation for the development of modern agriculture.
(I) SMEs in the seed and planting industries with continuous revenue growth will receive RMB 60,000 for every RMB 3 million increase in annual revenue over the previous year, up to RMB 600,000 per enterprise per year.
(II) This article is mutually exclusive with Article 4 and may not be enjoyed simultaneously.
Article 6: Support for the Entire Industry Chain
Support seed companies and planting companies with the ability of "integrating breeding, propagation and extension" and "integrating production and marketing" to accelerate their growth and drive the development of the entire industry chain.
(I) Support the development of "integrating breeding, propagation and extension" in the seed industry, and provide a support of 100,000 yuan, 300,000 yuan, and 500,000 yuan respectively to seed companies whose annual operating income exceeds 30 million yuan, 50 million yuan, and 100 million yuan for the first time.
(II) Promote the development of "integrating production and marketing" in the planting industry, and provide a support of 100,000 yuan, 300,000 yuan, and 500,000 yuan respectively to planting enterprises whose annual operating income exceeds 100 million yuan, 500 million yuan, and 1 billion yuan for the first time.
(III) Preference shall be given based on the "no duplication" principle.
Chapter III: Promoting Industrial Agglomeration
Article 7: Attracting and Strengthening Chains for Development
Make targeted efforts to continuously extend and expand the modern agricultural industrial chain. Platform-based enterprises, such as park and building operators, are encouraged to attract a group of highly related supporting enterprises, upstream and downstream businesses, service providers, and major projects related to the seed and planting industries to establish complete industrial chains.
(I) For seed industry enterprises whose cumulative annual operating revenue exceeds RMB 30 million, 0.5% of the cumulative revenue will be granted, up to RMB 5 million.
(II) For planting industry enterprises whose cumulative annual operating revenue exceeds RMB 50 million, 0.5% of the cumulative revenue will be granted, up to RMB 5 million.
Article 8: Promoting the Development of High-Quality Resources
Vigorously attract a number of high-quality enterprises, headquarters enterprises, and innovative institutions to land, and create a "gathering place" for high-quality development of modern agriculture. Support will be granted upon recognition for newly added high-quality agricultural enterprises, seed enterprises rated AAA and above by the China Seed Association, core vegetable seed credit enterprises, and enterprises holding seed production and operation permits:
(I) High-quality agricultural enterprises, AAA-rated seed enterprises, and core vegetable seed enterprises are eligible for support up to RMB 5 million.
(II) Regional headquarters, subsidiaries, and R&D centers of seed and planting enterprises are eligible for up to RMB 500,000, RMB 300,000, and RMB 100,000 respectively.
(III) Seed enterprises holding Permit A may receive up to RMB 3 million; those with Permits B, C, or D up to RMB 1.5 million; and those with Permits E, F, or G up to RMB 500,000.
(IV) Support for the agglomeration of innovation institutions: National and municipal renowned institutions related to modern seed industries that establish R&D centers, result transformation bases, experimental stations, or frontier science centers are eligible for up to RMB 500,000 per entity. The physical R&D transformation institutions will be given a maximum support of 1 million yuan upon examination and approval.
Enterprise qualifications must be valid in the year of application.
Chapter IV: Actively Fostering and Strengthening Enterprises
Article 9: Incentivizing Enterprise Excellence
Efforts shall be made to cultivate quality enterprises, encourage existing enterprises to pursue excellence, and accelerate the formation of new quality productivity to enhance industrial competitiveness.
(I) For the key leading enterprises of agricultural industrialization recognized for the first time by the national and Beijing agricultural and rural departments, a one-time support of 500,000 yuan and 200,000 yuan will be given respectively. In the case of promotion, the enterprise will only enjoy the difference support.
(II) Enterprises receiving AAA, AA, or A credit ratings from the China Seed Association for the first time in the application year will be supported with RMB 300,000, RMB 100,000, and RMB 50,000 respectively. In the case of promotion, the enterprise will only enjoy the difference support.
(III) The enterprises that obtain the seed production and operation license A for the first time in the application year will be given a maximum support of 3 million yuan; those who obtain the seed production and operation license B, C, and D for the first time in the application year will be given a maximum support of 1.5 million yuan; those who obtain the seed production and operation license E, F, and G for the first time in the application year will be given a maximum support of 500,000 yuan.
Article 10: Supporting Efficient Facility Agriculture
Promote the intelligent and green development of planting industry, and impel the upgrading of facility agricultural production and the development of the entire industrial chain. Planting enterprises are encouraged to build high-efficiency facility agriculture projects in accordance with the requirements and standards of the Guiding Opinions on Actively and Steadily Promoting the Development of High-efficiency Facility Agriculture (Jing Zheng Nong Fa [2021] No.93) and the Implementation Rules for the Management of Efficient Facility Agriculture Projects in Beijing (Trial) (Jing Zheng Nong Fa [2022] No.39). The enterprises that have completed construction and put into operation (with facility agriculture projects initiated after 2024) will be given a one-time support at the district level according to 10% of the project settlement review construction cost, with a maximum support of 10 million yuan for a single project.
Article 11: Strengthening New Variety R&D and Innovation
Support will be increased for innovation in breeding technologies, especially in areas such as gene editing, whole-genome breeding, and genetic modification—leading global agricultural biotechnology techniques.
(I) For the enterprises and scientific research institutions that have obtained the national new variety approval certificate, a single variety will be supported by 1 million yuan, and a single enterprise will be supported by a maximum of 4 million yuan.
(II) For the enterprises and scientific research institutions that have obtained the Beijing new variety approval certificate, a single variety will be supported by 500,000 yuan, and a single enterprise will be supported by a maximum of 2 million yuan.
Article 12: Supporting Development of Specialty Brands
Actively forge characteristic agricultural brands, develop characteristic agriculture in light of local conditions, and promote the integrated development of the primary, secondary, and tertiary industries.
(I) A one-time support of 500,000 yuan will be given to enterprises that have newly obtained the national geographical indication certification of agricultural products.
(II) For the characteristic agricultural products that are included in the "Jingnong·Yunhe Renjia" brand certification for the first time in the application year, a one-time support of 50,000 yuan will be given provided that the annual sales revenue of a single product reaches 1 million yuan.
Chapter V: Optimizing the Industrial Ecosystem
Article 13: Supporting Scaled Development
Enterprises or institutions are encouraged to promote common prosperity among villagers and foster scaled, intelligent, and technological modern agriculture:
(I) Seed enterprises or institutions with contiguous breeding operation areas of 100 mu or more annually are eligible for up to 50% land rent support.
(II) Planting enterprises or institutions with annual grain planting areas of 10,000 mu or more will be supported at RMB 200 per mu; for vegetables, the threshold is 3,000 mu.
(III) This provision is effective until the end of 2028. Excludes cases already receiving land rent subsidies or where land rent is directly covered by fiscal funds.
Article 14: Supporting Construction of Agricultural Technology Application Scenarios
Support will be given to demonstration application scenarios in smart agriculture, high-quality new varieties, intelligent breeding, industrialized biotechnology breeding, and novel microbial products. Upon evaluation, up to RMB 3 million will be granted.
Article 15: Supporting Enterprise Participation in Exhibitions and Hosting Events
Encourage enterprises to participate in, hold, and host international and domestic related forums, conferences, exhibitions, innovation and entrepreneurship competitions, and other activities to enhance the influence of the industry.
(I) Enterprises hosting international, national, or municipal-level forums, exhibitions, and competitions related to modern seed and planting industries as required by Tongzhou District will receive up to 50% of actual expenses, capped at RMB 500,000 per year.
(II) Enterprises hosting internal industry exhibitions are eligible for up to 50% of actual expenses, capped at RMB 30,000 annually.
(III) Enterprises participating in influential domestic or international exhibitions with booths are eligible for up to 50% of actual expenses, capped at RMB 20,000 annually per enterprise.
Chapter VI: Fund Application and Management
Article 16: Application Process
The applicant shall submit application documents to Beijing Tongzhou District Bureau of Agriculture and Rural Affairs in accordance with the application notice. After the application is reviewed and approved, Beijing Tongzhou District Finance Bureau shall allocate funds according to the approved plan.
Article 17: Application Requirements
The applicant shall bear full responsibility for the legality, authenticity, and validity of the application documents. If the applicant is involved in forging or fabricating application documents, or violates relevant laws and regulations to obtain support funds, causing serious consequences, it shall be transferred to the judicial authorities for handling.
Article 18: Fund Management
Enterprises that meet the conditions may simultaneously enjoy other support policies of Beijing Municipality and Tongzhou District. For similar district-level support, preference is given without duplication. The same applicant shall apply for no more than two different types of support under these rules in the same year.
Chapter VII: Supplementary Provisions
Article 19: These guidelines shall be effective from the date of issuance until December 31, 2027. The Implementation Guidelines on the High-Quality Development of the Agricultural Industry in BMC (Tongzhou Agriculture and Rural Affairs Bureau [2024] No. 11) are repealed simultaneously. If there are major policy changes at the national, municipal, or district level during implementation, the above policies shall be adjusted accordingly. Beijing Tongzhou District Bureau of Agriculture and Rural Affairs shall be responsible for the interpretation of these implementation rules.

(I) Seed industry and planting service agencies
Seed and planting service agencies refer to the agencies that directly provide various services to the main bodies engaged in seed and planting production and management in order to meet the needs of seed and planting production and development, such as government public service organizations, agricultural colleges, and research institutes.

It refers to the enterprise recognized according to the Administrative Measures for Identification and Operation Monitoring of National Key Leading Enterprises in Agricultural Industrialization and the Administrative Measures for Identification and Dynamic Monitoring of Key Leading Enterprises in Agricultural Industrialization in Beijing.
(V) Seed Production and Operation Permits
It refers to the license obtained in accordance with the Measures for the Administration of Crop Seed Production and Operation Licenses.
