Implementation Rules for Promoting High-Quality Development of the Cultural and Tourism Industries in BMC (Revised Version)
To implement the State Council's Opinions on Supporting the High-Quality Development of Beijing Municipal Administrative Center (BMC), advance the construction of a national cultural hub, accelerate the execution of policies including Several Measures on Further Cultivating New Growth Points to Boost Cultural and Tourism Consumption, Beijing's Implementation Opinions on Promoting High-Quality Development of the Tourism Industry, and Beijing's Incentive Measures for Expanding New Cultural and Tourism Consumption, and focus on the supply-side structural reform of the cultural and tourism industries to foster deeper integration and high-quality development, these detailed rules are hereby formulated.
I. Support Direction and Standards
(1) Encouraging the Integration of Culture, Tourism, Commerce, and Sports to Unleash Consumption Potential
1. Support the holding of cultural and tourism festivals. Support is provided for organizing various cultural and tourism festivals and events, such as art festivals, theater festivals, music festivals, concerts, and anime conventions, with a maximum funding of 2 million RMB.
2. Support the creation of cultural and tourism consumption scenarios. Support is also extended for introducing cultural and tourism consumption experiences, including light shows, museum and art exhibitions, and creative cultural markets, as well as hosting premieres, launch events, and developing study tour programs, with a maximum funding of 2 million RMB.
3. Support the construction of new cultural spaces. Encouraging the Development of New Cultural Spaces Centered on Performance Consumption and Intangible Cultural Heritage Transmission, Fully Integrating Public Art Elements. The maximum support amount is 2 million RMB based on comprehensive benefits.
4. Support the holding of influential sports activities. Support is provided for hosting large-scale sports events, encouraging indoor and outdoor sports activities, water sports, esports, and athletic competitions, with a maximum funding of 2 million RMB.
(2) Supporting Enterprise Clustering to Promote High-Quality Industrial Development
5. Accelerate the development of chain agglomeration. Focusing on cultivating and strengthening core segments of the industrial chain, support will be provided to leading enterprises in the cultural and tourism sectors that demonstrate sustained growth, industrial collaboration capabilities, and the ability to generate significant economic and social benefits while reinforcing and complementing the industrial chain. Upon accreditation, the maximum support amount is 10 million RMB.
6. Increase the intensity of enterprise cultivation. Efforts will be made to guide promising small and medium-sized cultural/tourism enterprises to cluster development. Enterprises achieving certain revenue thresholds with sustained growth may receive support up to 500,000 RMB.
7. Support cultural IP cultivation and transformation. Support will be provided for enterprises engaging in original content creation, technological R&D, and brand development to facilitate market transformation of cultural IPs. Projects demonstrating conversion revenues exceeding initial investments may receive support up to 1 million RMB.
8. Encourage the integration of cultural tourism and technology. We will actively participate in the construction of the cultural and tourism data sector in Beijing's Pilot Zone for Fundamental Data Systems, supporting the research, development, and application of smart tourism, digital tourism, and other new technologies. Projects demonstrating outstanding conversion capabilities may receive support up to 3 million RMB.
9. Actively promote the construction of the art market. Leveraging our strengths in original arts, we encourage artists to conduct artistic creation and transactions in our district, building a full-chain service platform for artwork copyrights. Support will be provided for art trading, exhibition centers, and industrial service platforms, with a maximum funding of 5 million RMB.
(3) Promoting Tourism Quality Enhancement
10. Cultivating Mid-to-High-End Hotel Brands Support will be provided for the large-scale, branded, and chain development of the accommodation industry, fostering a group of mid-to-high-end hotel brands. Hotels collaborating with renowned brand management companies and operating under their names may receive support up to 2 million RMB after commencing official operations, subject to accreditation.
11. Encouraging Star-Rating Upgrades for Tourism Service Providers The hotel industry is encouraged to enhance hardware facilities and service management standards to improve tourism service quality. Hotels newly awarded or upgraded in star ratings may receive support up to 1 million RMB, subject to accreditation.
12. Encouraging Integrated Development in the Accommodation Industry Support will be provided for the integrated development of hotels with cultural, sports, retail, scenic areas, intangible cultural heritage and other formats, promoting "hotel+" hybrid business models. Based on economic and social benefits, qualified projects may receive support up to 500,000 RMB upon accreditation.
II. Supplementary Provisions
These detailed rules shall come into effect upon issuance and remain valid until December 31, 2027. The original Implementation Rules for Promoting High-Quality Development of Cultural and Tourism Industries in Beijing Municipal Administrative Center shall be simultaneously repealed. Should there be major policy adjustments at the national, municipal (Beijing) or district (Tongzhou) level, these rules shall be adjusted accordingly. Where provisions overlap with other Tongzhou District support policies, the most favorable but non-duplicative support shall apply. Beijing Tongzhou District Bureau of Culture and Tourism shall be responsible for the interpretation of these implementation rules.
