Tongyun Subdistrict Office
These regulations are formulated according to the spirit of documents such as the Opinions on Strengthening Sub-district Work in the New Era issued by Beijing Committee of the Communist Party of China and Beijing Municipal People's Government, and the Institutional Reform Plan of Beijing Tongzhou District approved by Beijing Committee of the Communist Party of China and Beijing Municipal People's Government.

Tongyun Sub-district Working Committee of Beijing Tongzhou District Committee of the CPC (hereinafter referred to as Tongyun Sub-district Party Working Committee) is co-located with Tongzhou District Tongyun Sub-district Office of Beijing Municipality (hereinafter referred to as Tongyun Sub-district Office). Tongyun Sub-district Party Working Committee is the dispatched agency of the District Committee. According to the authorization of the District Committee, it is fully responsible for party building in the region, leading the work of the region and grassroots social governance, and playing the role of commanding the overall situation and coordinating all parties. Tongyun Sub-district Office is the dispatched agency of the District Government, and performs corresponding government functions according to the provisions of laws and regulations and the authorization of the District Government.

Main responsibilities Tongyun Sub-district:

(1) Main responsibilities of the Sub-district Party Working Committee:
  1. Publicize and implement the Party's line, principles, and policies, and the resolutions of the Party Central Committee, Beijing Committee of the Communist Party of China, and District Committee, report the relevant situation in the jurisdiction to the District Committee in a timely manner, reflect problems, and put forward opinions and suggestions.
  2. Discuss and decide on major issues in the local region, plan as a whole and advance safe construction, urban management, community building, livelihood security, and other work, plan as a whole and coordinate units and organizations within the jurisdiction, unite and organize cadres and masses inside and outside the Party, and do a good job in organizing and supervising the implementation of decision-making arrangements.
  3. Fulfill the main responsibility of comprehensively governing the Party strictly, comprehensively promote the political, ideological, organizational, work style, and disciplinary construction of the Party in the jurisdiction, integrate institutional construction, and organize and coordinate the anti-corruption work.
  4. Implement the responsibility system for grassroots party building work, strengthen the self-construction of Sub-district Party Working Committee and the construction of grassroots party organizations with party branches as the core, and plan as a whole the promotion of regional party building, party building of "two-new" organization, and the community party building work. Educate, manage, supervise, and serve party members, and regularly develop party members.
  5. Educate, train, select, examine, and supervise the cadres of sub-district organs and their subordinate units according to the management authority, put forward opinions on the appointment and removal, transfer, rewards and punishments of the relevant staff of the agencies dispatched by the functional departments of the municipal and district governments, and educate and manage the community workers.
  6. Be responsible for the ideological politics, ideology, spiritual civilization, and united front work, leading organizations such as the Sub-district Disciplinary Working Committee, the Legislative Affairs Commission of the Standing Committee of the National People's Congress, the Federation of Trade Unions, the Working Committee of the Communist Youth League of China, the Women's Federation, and the Disabled Persons' Federation, and rendering support and ensuring that they carry out their work in accordance with party regulations, laws, regulations, and rules and their respective constitutions.
  7. Organize and maintain the security and stability of the jurisdiction, coordinate and promote the comprehensive management of social security, and undertake the militia reserve, conscription, and civil defense work.
  8. Undertake other tasks assigned by the District Committee.

(2) Main responsibilities of sub-district offices:
  1. Implement laws, regulations, and rules, and decisions and orders of the municipal and district governments, and manage grassroots public affairs according to law.
  2. Undertake the management of urban appearance and environmental sanitation, and greening and beautification, promote the system work of street and lane chiefs, organize and coordinate the comprehensive law enforcement of urban management and the comprehensive management of environmental order, and promote the refined management of city.
  3. Render assistance in the supervision and management of production safety, fire safety, food safety, environmental protection, labor security, recurrent population, and rental housing according to law, and undertake emergency, flood control, and disaster prevention and mitigation work in the jurisdiction.
  4 Participate in the formulation and organize the implementation of community construction planning and public service facilities planning, and organize the units, residents, and volunteers in the jurisdiction to serve the community development.
  5. Be responsible for the construction of community residents' committees, guiding the work of community residents' committees, cultivating and developing community social organizations, and guiding and supervising community owners' committees.
  6. Promote residents' autonomy, and handle and reflect residents' opinions and demands to higher-level governments in a timely manner. Mobilize social forces to participate in community governance and promote the formation of community co-governance.
  7. Organize to carry out mass cultural, sports, and popular science activities, carry out legal publicity and social morality education, and promote the development of community public welfare undertakings.
  8. Organize to carry out public services, implement policies on human resources and social security, civil affairs, health, education, housing security, and convenient services, and safeguard the legitimate rights and interests of the elderly, women, minors, and the disabled.
  9. Undertake other tasks assigned by the District Government.
