Tongzhou District Commission of Urban Management
(1) Implement the relevant national laws, regulations, strategic plans, and policy measures; draft development plans and annual plans for urban management and comprehensive coordination of urban and rural environmental construction, urban and environmental sanitation management, routine energy operation management, and related municipal public utility management in the District, and organize the implementation thereof; carry out relevant local standards and regulations, and supervise their implementation.
(2) Take charge of the business guidance, organizational coordination, command and dispatch, special rectification, inspection, and evaluation of urban management work in the District; undertake comprehensive coordination, supervision, and assessment of urban management and urban-rural environmental construction; undertake the routine work of Beijing Tongzhou District Commission of Urban and Rural Environmental Construction Management.
(3) Plan as a whole and promote the construction of a "multi-network" integration system, including the urban management network, social service management network, and social security network in the District; undertake the construction, operation, and routine management work of the urban management grid system in the District; organize and guide the work of the information-based city management system; organize, coordinate, and manage the monitoring work of urban operation guarantee.
(4) Take charge of the organization, management, supervision, and inspection work of environmental sanitation in the District; undertake the supervision and management responsibilities for the collection, storage, transportation, and disposal of solid waste such as domestic garbage; guide and manage the construction of environmental sanitation facilities; take charge of the garbage classification work, and supervise and manage the recycling industry of renewable resources in accordance with relevant regulations.
(5) Undertake the responsibility for urban appearance management in the District; organize and coordinate the implementation of landscape construction and governance in urban areas; organize, coordinate, and manage the establishment of public service facilities for urban roads; be responsible for the comprehensive improvement of the city appearance and environment, organizing the entry of overhead lines into the ground and standardizing the improvement work, and managing the setting of outdoor advertisements, plaque signs, slogans and promotional materials; be responsible for urban lighting management, and working with the planning department to develop a special plan for night lighting in Tongzhou District and organize its implementation; supervise the maintenance and management of lighting facilities.
(6) Be responsible for the industry management of coal, electricity, gas, and heating in the District; responsible for the comprehensive coordination of gas station management; responsible for the construction and operation management of new energy vehicle charging stations (piles).
(7) Coordinate the routine operation of energy in the District, and undertake the routine monitoring, scheduling, coordination, and supply guarantee of coal, electricity, oil, gas, and other energy sources; establish and complete a normalized joint commissioning and supply mechanism for thermal and electrical systems.
(8) Undertake the environmental sanitation management work of green belts on both sides of roads in urban built-up areas and the environmental sanitation management work within the scope of urban river and lake management (excluding the water areas).
(9) Undertake the responsibility for comprehensive coordination and management of underground pipelines, and their manholes and manhole cover facilities in the District; work with Beijing Tongzhou District Commission of Transport and other relevant management departments to promote synchronous implementation of the underground pipeline engineering and road engineering; take charge of the comprehensive coordination and management of the planning, construction, and operation of underground integrated pipeline galleries, formulate relevant policies, participate in the preparation of underground integrated pipeline gallery plans, work out annual construction plans, and supervise and manage the operation of underground integrated pipeline galleries; be responsible for the maintenance and management work of urban roads; undertake the overall coordination work of relevant municipal facility construction, and participate in the joint acceptance of planning, construction, and management of relevant municipal facility construction projects in the District.
(10) Take charge of the protection of oil and natural gas pipelines in the District, and assume the corresponding supervision responsibilities.
(11) Assume the safety supervision responsibilities for the District's urban appearance and environmental sanitation, municipal pipelines and ancillary facilities of gas, heating, electricity, and coal, underground integrated pipeline galleries, renewable resource recycling, gas (power) stations, outdoor advertising facilities, urban lighting facilities, etc.; be responsible for the supervision and management of the quality and safe operation of relevant important facility construction projects; urge key units in the industry to establish safety management regulations and emergency plans, carry out safety precautions, eliminate accident hazards, and take charge of supervision and inspection and handling in accordance with the law within the scope of responsibilities and powers; undertake the specific work of the Tongzhou District Urban Public Facilities Accident Emergency Command Center, and organize, coordinate, guide and inspect the prevention and response work of urban public facilities accidents.
(12) Be responsible for the technological development and information construction work in the District's urban appearance and environmental sanitation management, routine energy operation management, and related municipal public utilities management; assume the overall management responsibility for the District's urban management fiscal budget operation and maintenance funds; organize and carry out foreign exchanges and cooperation.
(13) Undertake other tasks assigned by the District Government.
