Analyze and predict the income and expenditure situation of the entire district, participate in the formulation of major economic policies for the District, and propose suggestions on using fiscal and tax policies to regulate economic operation and comprehensively balance the financial resources of the District. Carry out the distribution policies between the municipality and the district, the state and enterprises, and the financial and tax policies that encourage the development of public welfare undertakings.
(2) Manage various fiscal revenues and expenditures at the district level. Prepare the annual budget draft for the District and organize its implementation. Organize the formulation of expenditure standards and quotas, and review and approve the annual budget and final accounts of departments (units). Entrusted by the District Government, report the fiscal budget, implementation, final accounts, and other information to Tongzhou District People's Congress of Beijing Municipality and its Standing Committee. Improve the transfer payment system. Study and formulate the fiscal management system for the District, sub-districts, and townships. Be responsible for the public disclosure of district-level government budgets and final accounts.
(3) Manage non-tax revenues of the District Government according to the definition of responsibilities. Manage government-managed funds and manage administrative fees in accordance with regulations. Manage fiscal bills. Be responsible for the work related to the management of lottery funds and supervision of the lottery market.
(4) Organize to work out the treasury management system and centralized treasury collection and payment system for the District, and take charge of the relevant work of treasury business and treasury cash management in the District. Organize to implement the method for preparing government fiscal reports.
(5) Prepare policies and regulations for government procurement in the District and supervise and manage them. Undertake the allocation of vehicles for law enforcement and special professional technical use in the District.
(6) Handle and supervise the economic development expenditures of district-level finance, and fiscal appropriations for government investment projects, participate in the formulation of relevant policies for infrastructure investment in the District, and implement the financial management system of capital construction. Undertake the budget review and management work.
(7) Enforce the government's domestic debt management regulations and policies. Formulate the government debt management regulations and measures for the District in accordance with the law. Work out government measures to prevent debt risks in accordance with laws and regulations. Manage the loan business of foreign governments and international financial organizations to the District. Implement financial supervision over financial institutions in the District.
(8) Take the lead to prepare a report on the management of state-owned assets. Fulfill the responsibilities of state-owned financial capital contributors in the District in a centralized and uniform manner according to the authorization of the District Government. Formulate rules and regulations for the management of state-owned assets in administrative institutions in the District, and organize their implementation, and work out expenditure standards and policies to be specified uniformly throughout the district.
(9) Review and summarize the draft of the budget for state-owned capital operation in the entire district, formulate the regulations and methods for state-owned capital operation budget, and collect state-owned capital income from district-level enterprises. Organize to implement the financial system of enterprises, and participate in the formulation of relevant regulations for the management of state-owned assets of enterprises. Manage non trade foreign exchange of administrative institutions and social organizations within the fiscal budget.
(10) Manage the accounting work in the District, supervise and regulate accounting behaviors, and implement the national unified accounting system. Guide and supervise the work related to agency bookkeeping.
(11) be responsible for the comprehensive implementation of budget performance management, studying and improving the performance evaluation regulations and evaluation system for financial expenditures in the District. Reflect major issues in fiscal revenue and expenditure management. Propose policy suggestions to strengthen fiscal management.
(12) Fulfill other tasks assigned by the District Committee and District Government.
