(4) Approve, record, and report fixed assets investment projects in the industrial and information fields within the planning and annual plan of the District according to the prescribed authorities. Collaborate with relevant departments to study and propose key areas and promotion suggestions for utilizing foreign investment and overseas investment in the industry, software, and information services.
(5) Guide technological innovation and progress for the industry, software, and information services, and informatization in the District, and promote enterprise technological transformation. Organize to implement major special scientific and technological projects in industry, software, information services, and informatization initiated by the state, Beijing Municipality, and the District, and promote the industrialization of relevant scientific research achievements. Guide the quality management work of related industries.
(6) Prepare development plans and implementation plans for key fields in the high-tech manufacturing industry, software and information services, and emerging industries in the District, and organize the implementation thereof. Participate in promoting the development of cultural and creative industries in related fields.
(7) Undertake the responsibility of organizing and coordinating the revitalization of the equipment manufacturing industry in the District, and organize to formulate major technical equipment development and independent innovation plans. Rely on the construction of key projects of the country, Beijing Municipality, and the District to promote the localization of major technical equipment in the District, and guide the digestion and innovation of major technical equipment introduced to the District.
(8) Implement the policies of promoting energy conservation, comprehensive resource utilization, and clean production in the fields of industry, software, information services, and informatization. Participate in the preparation of plans for energy conservation, comprehensive resource utilization, and promotion of clean production. Organize and coordinate the promotion and application of major demonstration projects, new products, new technologies, new equipment, and new materials.
(9) Guide and promote the development of small and medium-sized enterprises in the District. Collaborate with relevant departments to formulate policies and measures to promote the development of small and medium-sized enterprises and non-state-owned economy, and coordinate the resolution of major issues. Establish and improve the service system for small and medium-sized enterprises. Take charge of the work related to asset and capital verification of urban collective enterprises.
(10) Guide and coordinate the construction and development of industrial development zones in the District, and promote the construction of industrial bases. Be responsible for the construction of concentrated industrial production areas (farmer employment industrial bases) in towns and villages. Guide the industrial development in towns and villages.
(11) Plan as a whole and coordinate the planning and management of information infrastructure in the District. Participate in the overall planning of public communication networks, Internet, radio and television networks, and department-specific communication networks. Be responsible for coordinating with specialized communication networks such as the national communication backbone network. Promote the integration of telecommunications networks, radio and television networks, and computer networks. Undertake the specific work of the emergency command center for communication guarantee in the District.

Draft network and information security plans, policies, and standards for the industrial control system in the District, and organize their implementation. (14) Cooperate with the municipal radio management department in its work. Assist the municipal radio management department in planning and managing radio frequency resources and radio stations. Coordinate the handling of electromagnetic interference matters and maintain the order of air waves.
