Tongzhou District Commission of Development and Reform
(1) Implement the laws, regulations, rules, and policies of the state and Beijing Municipality regarding national economic and social development, economic system reform, and opening up to the outside world. Draft national economic and social development strategies, medium-term and long-term plans, and annual plans for the District, and organize the implementation thereof; plan as a whole and coordinate economic and social development, study and propose goals and policy measures for economic and social development and economic structural adjustment according to the macroeconomic regulation requirements of the country and the municipality; entrusted by the District Government, report to Tongzhou District People's Congress on the national economic and social development plan and its implementation in the District.
(2) Monitor the national economic and social development situation in the District, undertake the forecasting, early warning, and information guidance work, and study important issues such as macroeconomic operation and overall balance.
(3) Undertake the responsibility of guiding, promoting, and comprehensively coordinating the economic system reform in the District; study the major issues related to economic system reform, organize the formulation of comprehensive economic system reform plans, coordinate relevant special economic system reforms, and guide and coordinate the pilot work for economic system reform; study the major issues related to the reform and development of various development zones, and coordinate the implementation of relevant policies.
(4) Undertake the responsibility of planning the major construction projects and productivity layout in the District; formulate regulatory objectives, policies and measures for the total scale of fixed assets investment and investment structure of the whole society; work out the medium-term and long-term plans and annual implementation plans for the whole society's fixed assets investment and major projects in the District, make overall arrangements for the District's fiscal construction funds, and organize the preparation and implementation of the District Government's investment plans; examine, approve and report fixed assets investment construction projects, foreign-funded projects, and overseas investment projects according to the provisions of the country, the municipality and the District Government, as well as its authorities; guide the direction of private investment, study and propose strategies, plans, and related suggestions for utilizing foreign capital and overseas investment; organize the formulation of infrastructure development strategies, medium-term and long-term plans for the District, and coordinating their implementation; guide and coordinate the bidding and tendering work in the District according to regulations.
(5) Plan as a whole and comprehensively coordinate the industrial development, promote strategic adjustment of the economic structure in the District; organize the formulation of comprehensive industrial policies, supervise and inspect the implementation of policies, and propose relevant recommendations on policies, coordinate major issues related to the development of the primary, secondary, and tertiary industries, integrate and balance relevant development plans and major policies, and integrate and balance national economic and social development plans and strategies; coordinate the major issue related to development of agriculture and rural economy; plan as a whole and promote the development of the service industry, and work with relevant departments to formulate strategies, plans, and measures for the development of the service industry; collaborate with relevant departments to formulate strategies and plans for development of the modern logistics industry; organize the formulation of strategies, plans, and major policies for the development of high-tech industries and industrial technological progress, promote the industrialization of major scientific and technological achievements, and coordinate major issues in the promotion and application of major scientific and technological infrastructure and major technical equipment; organize and coordinate regional cooperation work, and take charge of targeted support and assistance work.
(6) Undertake the responsibility of price management in the District; monitor and analyze the operation of prices, organize the implementation of national and Beijing's policies on price regulation, and implement the pricing and price adjustment plans issued by the municipal government; manage the commodity prices and charging standards of enterprises and institutions in the District in line with its authorities.
(7) Take charge of the policy coherence between the social development and national economic development of the District, organize the formulation of social development strategies, overall plans, and annual plans; participate in the formulation of development policies related to population and family planning, science and technology, education, culture, health, sports, civil affairs, etc., promote the construction of social undertakings, participate in the research and proposal of policy suggestions for promoting employment, adjusting income distribution, and improving social security and coordinated economic development, and coordinate the major issues of social undertaking development and reform.
(8) Study and put forward strategies and measures for sustainable economic and social development in the District; organize the formulation of plans and measures for the development of circular economy, energy and resource conservation and comprehensive utilization of the whole society, and coordinate the implementation thereof; participate in ecological construction and environmental protection planning, and coordinate major issues of ecological construction, energy and resource conservation and comprehensive utilization; comprehensively coordinate the related work on energy-saving and environmental protection industries and clean production promotion.
(9) Organize the formulation of the District's national economic mobilization plan and program; study the relationships between national economic mobilization and national economy/national defense construction, coordinate related major issues; organize the implementation of national economic mobilization work.
(10) Undertake other tasks assigned by the District Government.
