Tongzhou District Transport Bureau
(1) Implement the laws, regulations, and policies of the state and Beijing Municipality on transportation. Work out transportation development strategies, investigate and study major issues in the reform and development of the transportation industry, and put forward countermeasures and suggestions.
(2) Organize to prepare the District's medium-term and long-term development plans for transportation infrastructure construction and transportation industry. Review the transportation content in the planning and design proposals of district-managed road construction projects. Participate in the preparation of comprehensive transportation plans and special transportation plans, and the implementation evaluation of related plans. Participate in the review of transportation impact assessment of urban construction projects within the scope of responsibilities of the District. Participate in the review of preliminary designs of transportation infrastructure construction projects in the District.
(3) Supervise and manage relevant transportation infrastructure.

Be responsible for inspecting and supervising fishing vessels. Be responsible for the administrative licensing and credit system construction work in the transportation industry. Undertake the work authorized by the Municipal Mini-Bus Index Regulation and Management Office. Coordinate and promote development of the transportation industry. Guide the energy conservation and emission reduction work in the transportation industry.
(6) Be responsible for the supervision and management of safety production in the transportation industry in the District. Be responsible for the organization and coordination work of emergency response in transportation safety, and assisting relevant departments in investigating and handling major safety accidents in the transportation industry. Be responsible for the transport organization work during major emergencies. Be responsible for the management work for the safety of railway monitoring crossings.
(7) Develop transportation technology and intelligent transportation development plans and annual plans for the District, and promote construction of the smart transportation system. Participate in the initiation, research, development, achievement promotion, and application of major transportation technology projects.
(8) Be responsible for the publicity and education work of the transportation industry in the District, and organizing and carrying out the construction work of spiritual civilization in the transportation industry. Be responsible for foreign exchange and cooperation in the transportation industry.
(9) Guide the comprehensive law enforcement work in transportation in the District.
(10) Organize and coordinate the comprehensive management work of transportation in the District.
(11) Undertake the work related to traffic combat readiness in the District.
(12) Fulfill other tasks assigned by the District Committee and District Government.

Beijing Tongzhou District Commission of Transport needs to cooperate with relevant departments to organize and promote the construction projects of transportation hubs and stations in the District. Beijing Tongzhou District Commission of Housing and Urban-Rural Development is responsible for the construction permits, project completion acceptance filing, quality and safety supervision, and other work of urban roads and transportation hubs and stations; complete the safety supervision tasks for the construction of urban rail transit projects in the District according to the definition of responsibilities between Beijing Municipal Commission of Housing and Urban-Rural Development and Beijing Tongzhou District Commission of Housing and Urban-Rural Development.
