Tongzhou District Education Commission
(1) Implement the laws, regulations, rules, and policies of the state and Beijing Municipality on education, promote the administration of education according to law, study and formulate policies on education reform and development, and supervise the implementation thereof. Organize the preparation of educational development plans, work out special plans for educational facilities in cooperation with relevant departments, and organize their implementation.
(2) Promote the balanced development of compulsory education and promote educational equity. Take charge of the construction of education system and social credit system. Organize the implementation of all levels and types of education-related standard systems. Plan as a whole, coordinate, and guide the education work in the District. Carry out unified management of preschool education, basic education, secondary vocational education, adult education, and other educational undertakings.
(3) Take charge of the poverty alleviation cooperation and support cooperation work for the education system of the District. Promote the reform and development of vocational education. Guide the comprehensive education reform work for the education system, rural areas, enterprises, and communities of the District.
(4) Plan as a whole, coordinate, and guide the construction work of the learning society and lifelong learning service system of the District.
(5) Examine and approve the establishment, alteration, and termination of schools and other educational institutions and projects organized by the state, or social organizations or individuals other than state institutions according to the management authority, and perform supervisory duties.
(6) Implement the higher education administrative department's reform policy on the enrollment examination and evaluation system and the enrollment plan for secondary education, and take charge of the examination organization and management work in the District. Implement the basic teaching requirements and documents issued by the higher education administrative department, and supervise and manage the usage of teaching materials. Take charge of school roll management in all levels and types of schools of the education system in the District.
(7) Manage and guide the ideological and political work, moral education work, sports health and art education work, labor education work, and national defense education work in various schools at all levels of the education system in the District. Coordinate and guide the social practice and off-campus education work for all kinds of students.
(8) Plan as a whole and organize implementation of the supervision and evaluation work of education in the District, carry out the rules and regulations for education supervision and evaluation issued by higher-level education administrative departments, and develop the implementation plan for the District. Organize the supervision and inspection of the implementation of education-related laws, regulations, and rules. Monitor the implementation of compulsory education, and supervise and inspect the teaching quality and balanced development of compulsory education.
(9) Be responsible for monitoring the development status and quality of various types of education at all levels in the District, as well as supervising and evaluating the situation of running schools and the levels of education and teaching. Supervise and evaluate the education work of relevant units under sub-districts, townships, and the District. Conduct investigation and research on major issues in educational work, evaluate the implementation effect of education policies, and provide reports and recommendations. Publish supervision reports.
(10) Be responsible for the construction of teacher ethics and conduct in the teaching staff, teacher work, and management of educational social organizations. Take charge of the certification related work of teacher qualifications in the local region in line with management authorities. Coordinate and guide the reform work of personnel and personnel system in the education system of the District. Plan as a whole and guide the construction of the teaching staff and management teams for the education system. Collaborate with relevant departments to implement the national standards for the establishment of various schools at all levels.
(11) Implement the policies of the District on raising education funds and investing in the education capital construction. Manage the state-owned education assets and education capital construction projects at the district level. Supervise the execution of education budget and the implementation of education charging policies. Carry out overall management on the investment in education capital construction, education funds, and education loans in the District.
(12) Plan and guide the logistics and logistics reform work of various schools at all levels in the education system of the District. Coordinate and organize sub-districts, townships, and relevant departments to carry out campus and surrounding environmental improvement, and maintain a normal order in schools, etc.
(13) Be responsible for the education cooperations and exchanges with Hong Kong, Macao, Taiwan, and foreign countries through the education system of the District. Be responsible for the work related to students from Hong Kong, Macau, Taiwan, and foreign countries, as well as overseas Chinese students. Be responsible for the management work related to Sino-foreign cooperative education. Guide the international education work of Chinese language in the District.
(14) Be responsible for the standardization of language and writing in the District. Plan and guide the educational scientific research, educational teaching research, and the development of modern information technology in education in the District.
(15) Be responsible for the safety management work of the education system in the District, and assume the principal responsibility for the safety work of various activities organized in the name of the Education Commission Tongzhou District.
(16) Fulfill other tasks assigned by the District Committee and District Government.
