Tongzhou District Science & Technology Commission
(1) Implement the national innovation-driven development strategy and laws, regulations, rules, and policies of the state and Beijing Municipality on science and technology work, and draft relevant government regulations for the District. Organize the formulation of plans and policies for the scientific and technological development and the promotion of economic and social development through science and technology in the District, and organize the implementation thereof.
(2) Undertake the relevant work of promoting the construction of an international science and technology innovation center in the District, and carry out the implementation plan and annual plan for key tasks related to the construction of an international science and technology innovation center.
(3) Plan as a whole and promote the reform of the science and technology system in the District, and work together with relevant departments to improve the incentive mechanism for technological innovation. Optimize the construction of the science and technology innovation system and science and technology service system in the District, provide services for new research and development institutions, promote the construction of enterprise's technological innovation capabilities, and undertake related work to promote the military and civilian fusion development in science and technology.
(4) Promote the construction of a major science and technology decision consultation system in the District. Put forward strategic suggestions on technological development. Propose the technological development layout and priority development areas, work out plans and policies for science popularization and dissemination, and organize their implementation.
(5) Take the lead to organize the cultivation and construction of national laboratories in the District, and participate in the construction and operation of major scientific and technological infrastructure. Propose plans and policy recommendations for ensuring scientific research conditions, promote the construction of scientific research condition guarantee and the open sharing of scientific and technological resources.
(6) Organize and carry out the analysis of technological development needs in key areas of the District and propose major tasks. Advance as a whole the development and innovation of key common technologies, cutting-edge leading technologies, modern engineering technologies, and subversive technologies, and lead the organization of major technological breakthroughs and application demonstrations of achievements.
(7) Take the lead to establish a technology management platform and a mechanism for coordinating, evaluating, and supervising research project funds in the District. Propose policy measures and suggestions for optimizing the allocation of scientific and technological resources jointly with relevant departments, promote the construction of a diversified scientific and technological investment system, and coordinate the implementation of financial science and technology plans (special projects, funds, etc.). Collaborate with relevant departments to prepare measures related to the science and technology finance, and carry out work to promote the science and technology finance.
(8) Work with relevant departments to formulate plans, policies, and measures for the development and industrialization of high and new technologies, technology services, and the promotion of urban, agricultural, and rural development through science and technology in the District.
(9) Lead construction of the technology transfer system in the District, formulate relevant measures for the transfer and transformation of scientific and technological achievements, and promotion of deep industry-university-research integration, and organize the implementation thereof. Formulate policy measures to promote development of the technology market and organize their implementation, guiding the development of technology intermediary organizations.
(10) Prepare policies and measures for the management of science and technology projects in the District. Undertake the work related to technology information, technology statistics, innovation investigation, and scientific research achievement reporting. Guide the science and technology confidentiality work.
(11) Be responsible for construction of the science and technology supervision and evaluation system and related science and technology evaluation management in the District, and plan as a whole the construction of scientific research integrity throughout the District. Carry out the science and technology assessment and evaluation work, as well as the supervision and inspection work.
(12) Be responsible for introducing foreign intelligence to the District. Draft plans and programs for introducing foreign experts, organize and organize to implement them. Establish a mechanism for attracting and gathering top foreign scientists and their teams, foreign scientific and technological talents, and a contact and service mechanism for key foreign experts. Develop overseas training plans and policies, and annual plans, and organize their implementation.
(13) Work with relevant departments to formulate plans and policies for construction of the scientific and technological talent team in the District, establish and improve an evaluation and incentive mechanism for scientific and technological talents, organize and implement scientific and technological talent plans, and promote the construction of a high-end scientific and technological innovation talent team.
(14) Guide and coordinate the scientific and technological innovation work of relevant departments, townships, and sub-districts in the District. (15) Develop plans, policies, and measures for the open cooperation in foreign science and technology exchange and innovation capabilities in the District. Organize and carry out international scientific and technological cooperation and promote the international technology transfer. Organize technology export and technology introduction work in cooperation with relevant departments. Take charge of the foreign affairs work related to science and technology.
