(1) Implement laws, regulations, rules, and policies of the state and Beijing Municipality on civil affairs. Draft medium-term and long-term development plans and policies for civil affairs in the District and organize the implementation thereof.
(2) Undertake the responsibility of registering and supervising social organizations and social service organizations in the District in accordance with the law.
(3) Draft the development plan for social welfare undertaking in the District. Be responsible for the management of social welfare institutions. Guide the sales of welfare lottery tickets and the management on the use of lottery public welfare funds. Implement policies to promote the development of charitable causes, and organize and guide social donation work. Implement social welfare policies for special disadvantaged groups such as the elderly, orphans, and disabled, and carry out relevant rights protection work.
(4) Be responsible for coordinating, supervising, guiding, and managing the elderly care services. Implement policies, regulations, standards, and plans for construction of the elderly care service system.
(5) Propose suggestions on strengthening and improving the construction of grassroots political power in urban and rural areas. Contact sub-district offices for related work. Promote the democratic political construction at the grass-roots level.
(6) Implement the urban and rural social assistance plans, policies, and standards. Establish a sound social assistance system for urban and rural areas, ensure the minimum living standards of urban and rural residents, provide temporary assistance, and aid vagrants and beggars who have no means of livelihood in the city. Provide support for extremely impoverished individuals.
(7) Implement the reward and protection policy for people who have bravely performed heroic deeds, and organize and carry out the reward and protection work for these courageous people.
(8) Implement the marriage management, funeral management and child adoption policies, promote the marriage customs and funeral reforms, and guide the management work of marriage, funeral, adoption, and rescue service institutions.
(9) Carry out the administrative division management policy. Be responsible for the approval work of the establishment, naming, change, and relocation of the administrative area of the District. Take charge of the management of the administrative area boundaries of the entire district. Be responsible for the mediation of boundary disputes in all townships and sub-districts.
(10) Fulfill other tasks assigned by the District Committee and District Government.

1. Definition of relevant responsibilities with Beijing Tongzhou District Health Commission. The Beijing Tongzhou District Health Commission is responsible for comprehensive coordination, supervision and guidance, and organization for promoting the development of elderly care in the District, and undertakes the elderly health work such as prevention and treatment of elderly diseases, and elderly mental health and care services. Beijing Tongzhou District Civil Affairs Bureau is responsible for coordinating, promoting, supervising, guiding, and managing the elderly care services in the District, formulating policies for construction of the elderly care service system and organizing their implementation, and undertaking the welfare of the elderly and assistance for elderly people with special difficulties.
2. Definition of relevant responsibilities with Beijing Tongzhou Public Security Bureau. Beijing Tongzhou District Civil Affairs Bureau is responsible for the identification of persons receiving medical assistance, while Beijing Tongzhou Public Security Bureau is responsible for implementing higher-level medical assistance policies, working out district-level medical assistance policies, and organizing the implementation thereof.
