Tongzhou District Bureau of Agriculture and Rural Affairs
(1) Implement the development strategies, medium-term and long-term plans, major policies, and relevant laws, regulations, and rules of the state and Beijing Municipality regarding the work of agriculture, rural areas, and farmers. Guide the comprehensive agricultural law enforcement work.
(2) Plan as a whole and promote the development of rural social undertakings, rural public services, rural culture, and rural infrastructure in the District. Take the lead to organize to improve the rural living environment. Participate in the preparation and revision of village and town construction plans, and coordinate the promotion of village and town construction. Guide the protection and development of traditional villages, and coordinate the work of increasing farmers' income and rendering assistance to low-income farmers. Organize the agricultural resource zoning work and guide the coordinated development of agricultural areas.
(3) Guide the management of rural cooperative economy operation in the District. Study and put forward policy suggestions on deepening the reform of the rural economic system and consolidating and improving the basic rural management system. Be responsible for the reform of farmers' contracted land and rural residential land, and guiding related management work. Responsible for the reform of rural collective property rights system, and guiding the development of rural collective economic organizations and collective asset management. Guide the construction and development of farmer cooperative economic organizations, agricultural socialized service systems, and new types of agricultural business entities.
(4) Guide the development of rural characteristic industries, agricultural product processing industry, and leisure agriculture in the District. Work with relevant departments to coordinate and promote the integrated development of the primary, secondary, and tertiary industries in rural areas, and promote the transformation, optimization, and upgrading of the rural industrial structure. Be responsible for organizing and coordinating the industrialization of agriculture. Organize and guide the circulation of agricultural products, and study and propose relevant policy suggestions. Cultivate and protect agricultural brands. Undertake the work including collection and analysis of market supply information and price information for major agricultural products. Be responsible for the work related to rural economic statistics and agricultural and rural informatization.
(5) Organize the construction of a modern agricultural industry system, production system, and management system in the District. Promote the development and supervision management of various agricultural industries such as planting, animal husbandry, fishery, and agricultural mechanization. Guide the production of agricultural products. Take charge of the safety production work in the agricultural industry in accordance with the law.
(6) Be responsible for the quality and safety supervision and management of edible agricultural products in the District from the planting and breeding process to entering the wholesale and retail markets or production and processing enterprises, and responsible for organizing and conducting quality and safety monitoring and follow-up testing of agricultural products. Guide the construction of an agricultural inspection and testing system. Manage the agricultural industry and ensure the quality and safety of agricultural products in accordance with the law.
(7) Guide the protection and management work of basic farmland, fishery waters, and agricultural biological species resources in the District, and take charge of the protection of aquatic wildlife and plants, as well as the quality protection of cultivated land and permanent basic farmland. Guide the environmental management of agricultural product origin and clean agricultural production. Guide the development of facility agriculture, ecological circular agriculture, and water-saving agriculture, and comprehensive development and utilization of renewable energy in rural areas. Undertake the wetland conservation related management work.
(8) Be responsible for the supervision and management of agricultural production materials and agricultural inputs in the District. Organize to implement national standards for agricultural production materials, veterinary drug quality, veterinary drug residue limits, and residue detection methods. Organize the veterinary medical administration, and veterinary drug administration and drug testing work. Be responsible for animal diagnosis and treatment, as well as management of the livestock and poultry slaughtering industry.
(9) Be responsible for the agricultural disaster prevention and reduction work, and the prevention and control work of major crop diseases and pests in the District. Take charge of the management of animal and plant disease prevention and control, and undertake the specific work of the Major Animal and Plant Epidemic Emergency Command Center of Beijing Tongzhou District. Monitor and release agricultural disaster situations, organize the reserve and allocation of disaster relief materials such as seeds and fertilizers, propose suggestions on the arrangement of production disaster relief funds, and guide emergency disaster relief and post-disaster production recovery.
(10) Be responsible for agricultural investment management in the District. Propose suggestions on reform of the agricultural investment and financing system and mechanism. Work out a construction plan for agricultural investment projects with district-level investment arrangements, propose suggestions on the scale and direction of agricultural investment, and support financial projects for agricultural and rural development, approve agricultural investment projects according to authorities, and arrange and supervise the agricultural investment project funds. Manage the agricultural comprehensive development projects, farmland improvement projects, and farmland water conservancy construction projects. Organize to draft the plan and arrangement of fiscal support for agriculture funds and coordinate the implementation of relevant policies. Coordinate and promote the policy-based agricultural insurance work. Coordinate and guide the rural financial work.
(11) Promote the reform of the agricultural science and technology system and the construction of the agricultural science and technology innovation system in the District. Promote the construction of the agricultural industry technology system, agricultural technology extension system, and new vocational farmer cultivation system, organize and carry out high-tech and applied technology research, scientific and technological achievement transformation, and technology promotion in the agricultural field. Be responsible for the supervision and management of agricultural genetically modified organisms safety and the protection of new agricultural plant varieties. Undertake the work related to agricultural and rural external exchanges and cooperation.
(12) Fulfill other tasks assigned by the District Committee and District Government.
(13) Functional transformation.
1. Plan as a whole and implement the rural revitalization strategy, deepen the structural reform of the agricultural supply side, improve the quality of agricultural development, solidly promote the construction of beautiful countryside, impel comprehensive upgrading of agriculture, comprehensive progress of rural areas, and comprehensive development of farmers, and accelerate the realization of agricultural and rural modernization.
2. Strengthen the supervision and management on the quality and safety of agricultural products, related agricultural production materials, and agricultural inputs, adhere to the most rigorous standards, supervision, punishment, and accountability, strictly prevent, manage, and control quality and safety risks, and ensure that people can eat safely.
3. Deepen the promotion of streamlining administration and delegating authorities, strengthen the overall integration of agricultural investment projects with overlapping and identical nature and similar purpose within the industry, minimize the scope of project approval, strengthen in-process and post-process supervision, and effectively improve the effectiveness of agricultural support policies and fund utilization in the District.
(14) Definition of relevant responsibilities with Beijing Tongzhou District Administration for Market Regulation.
1. Beijing Tongzhou District Bureau of Agriculture and Rural Affairs is responsible for the quality and safety supervision and management of edible agricultural products in the District from the planting and breeding process to entering the wholesale and retail markets or production and processing enterprises. After entering the wholesale and retail markets or production and processing enterprises, the edible agricultural products will be supervised and managed by Beijing Tongzhou District Administration for Market Regulation.
2. Beijing Tongzhou District Bureau of Agriculture and Rural Affairs is responsible for the supervision and management on the quality and safety of the animal and plant disease prevention and control, livestock and poultry slaughtering process, and raw milk purchasing process.
3. The two departments need to establish a food safety origin approval, and market access and traceability mechanism, strengthen coordination and cooperation and work connection, and form a joint supervision force.
