(3) Organize and guide the comprehensive law enforcement work of market supervision in the District. Be responsible for construction of the comprehensive law enforcement team of market supervision and promote the implementation of unified market supervision. Organize the investigation and handling of major illegal cases. Normalize the market supervision and administrative law enforcement actions.
(4) Plan as a whole and promote the implementation of competition policies and organize to implement a fair competition review system.
(5) Supervise and manage the market order in the District. Supervise and manage market transactions, online commodity transactions, and related services in accordance with the law. Organize the investigation and punishment of illegal pricing and charging, unfair competition, illegal direct sales, pyramid schemes, infringement of trademarks, patents, and intellectual property rights, and the production and sale of counterfeit and shoddy products. Guide the development of the advertising industry and supervise and manage advertising activities. Organize the investigation and punishment of unlicensed production and operation and related unlicensed production and operation behaviors. Guide Beijing Tongzhou District Consumer Association to carry out consumer rights protection work. Undertake the routine work of the Leading Group on Fight against IPR Infringement and Counterfeiting in Tongzhou District, Beijing.
(6) Be responsible for the quality management work of the District. Carry out the work of building a product quality integrity system. Carry out product quality accident investigation in accordance with the prescribed authority, and supervise and manage the product anti-counterfeiting work. Supervise the implementation of defective product recall.
(7) Be responsible for the supervision and management work of product quality and safety in the District. Manage product quality and safety risk monitoring and local supervision and random inspection work. Be responsible for the management of industrial product production licenses. Be responsible for the fiber quality supervision work.
(8) Be responsible for the safety supervision of special equipment in the District. Comprehensively manage the safety supervision and monitoring work of special equipment, and supervise and inspect the implementation of energy-saving standards for high-energy-consuming special equipment and related standards for boiler environmental protection.
(9) Be responsible for the comprehensive coordination of food and drug safety supervision and management in the District. Organize the implementation of major food and drug safety policies. Organize to formulate the District's annual key tasks and plans for food and drugs, and prepare the District's food and drug safety plan. Carry out the food and drug safety science and technology development plan, and implement the food and drug inspection and testing system, electronic supervision and traceability system, and integrity system construction work. Construct the food safety emergency response system in the District, and organize the emergency response and investigation and handling work of food safety incidents. Undertake the specific work of the Beijing Tongzhou District Commission of Food and Drug Safety and Beijing Tongzhou District Special Emergency Command Center for Food and Drug Safety.
(10) Be responsible for the supervision and management of food safety in the District. Establish and organize to implement a supervision and inspection system and a hidden danger investigation and management mechanism covering the entire process of food production, circulation, and consumption in the District to prevent regional and systemic food safety risks. Promote the establishment of a mechanism for food producers and operators to fulfill their main responsibilities and complete the food safety traceability system. Organize and carry out food safety supervision and sampling inspection, risk monitoring, verification and disposal, risk warning, risk communication, as well as food traceability, recall and disposal work. Organize and implement the registration, supervision, and management of special foods in accordance with regulations.
(11) Be responsible for the unified management of measurement work in the District. Promote legal measurement units and national measurement systems, manage measuring instruments and the transmission and comparison work of measurement values. Standardize and supervise the quantity of goods and market measurement behaviors.
(12) Be responsible for the unified management of standardization work in the District, implement standardization work plans and programs, and organize the implementation of local standards.
(13) Be responsible for the safety supervision and management of drugs (including traditional Chinese medicine and ethnic medicine, the same below), medical devices and cosmetics in the District. Implement the national laws, regulations, rules, and policies on the supervision and management of drugs, medical devices, and cosmetics, and implement relevant local laws and government regulations. Coordinate the implementation of the District's drug, medical device and cosmetic classification management system and the national basic drug system. Be responsible for the publicity of policies and regulations, information release, external exchanges and cooperation in the field of drug, medical device and cosmetics supervision and management in the District. Promote the construction of a credit system.
(14) Be responsible for the drug retail, medical device business license, and quality management in the District, as well as the operation of cosmetics business and the quality management of drug, medical device and cosmetics use. Supervise to implement the business and use quality management standards in accordance with responsibilities. Be responsible for the supervision and management of online sales of drugs and medical devices in the District.
(15) Cooperate with post-launching risk management for drugs, medical devices, and cosmetics in the District. Undertake emergency management of drug, medical device, and cosmetics safety in accordance with the law.
(16) Be responsible for the supervision and inspection of drugs, medical devices, and cosmetics in the District. Punish illegal activities in the retail of drugs, operation of medical devices and cosmetics, use of drugs, medical devices and cosmetics, as well as online sales of drugs and medical devices in the District in accordance with the law.
(17) Undertake the licensing and supervision management work in the operation and use processes of radioactive drugs, anesthetics, toxic drugs for medical use, psychotropic drugs, and pharmaceutical precursor chemicals (referred to as specially managed drugs) in accordance with the law.
(18) Be responsible for intellectual property management and protection in the District.
(19) Implement on-site supervision of certification activities in accordance with the prescribed authority and law. Be responsible for the supervision and management of inspection and testing institutions in the District.
(20) Be responsible for market supervision and management, technology and information construction, news publicity, communication and cooperation in the District.
(21) Fulfill other tasks assigned by the District Committee and District Government.

1. Vigorously promote quality improvement. 1. Definition of relevant responsibilities with the Tongzhou Branch of Beijing Municipal Public Security Bureau. Beijing Tongzhou District Administration for Market Regulation and Tongzhou Branch of Beijing Municipal Public Security Bureau have established a mechanism for linking administrative law enforcement and criminal justice work. Tongzhou Branch of Beijing Municipal Public Security Bureau is responsible for investigating criminal cases involving drugs, medical devices, and cosmetics in the District. Where the market supervision and administration department discovers illegal activities suspected of being criminal, it shall promptly transfer them to the public security organ in accordance with relevant regulations, and the public security organ shall conduct a prompt examination and make a decision to file or not file a case in accordance with the law. If the public security organ requests the market supervision and administration department to provide assistance in inspection, appraisal, recognition, and other matters in accordance with the law, the market supervision and administration department shall render assistance. The two departments need to establish a food safety origin approval, and market access and traceability mechanism, strengthen coordination and cooperation and work connection, and form a joint supervision force.
3. Definition of relevant responsibilities with Beijing Tongzhou District Health Commission.
