(1) Implement the laws, regulations, rules, and policies of the state and Beijing Municipality on human resources and social security, work out development plans for human resources and social security in the District, and organize implementation, supervision, and inspection.
(2) Prepare a plan for the development of the human resources market and human resources mobility policies in the District, organize their implementation, establish a unified and normalized human resources market, and manage it in accordance with the law to promote the rational flow and effective allocation of human resources.
(3) Be responsible for promoting employment in the District. Implement the coordinated development plan for urban and rural employment, improve the public employment service system, and work with relevant departments to carry out policies to promote employment and entrepreneurship. Enforce employment assistance policies for the group with difficulty finding employment and implement policies for the development and management of public welfare positions. Implement policies related to the vocational qualification system and vocational skill level evaluation, and plan as a whole to establish a vocational training system for urban and rural workers. Carry out employment policies for college graduates, and work with relevant departments to implement policies for training and incentivizing skilled talents.
(4) Plan as a whole and establish a social security system for elderly care, unemployment, and work-related injuries that covers both urban and rural areas. Organize and implement policies and standards for urban and rural social insurance and supplementary insurance, implement management and supervision systems for social insurance and supplementary insurance funds, and carry out investment policies for social security funds.
(5) Be responsible for employment, unemployment, social insurance fund prediction and warning, and information guidance in the District, formulating response plans, carrying out prevention, regulation, and control measures, maintaining a stable employment situation and overall balance of social insurance fund revenue and expenditure.
(6) Organize to implement the policies related to civil servants' wages, allowances, subsidies, bonuses, benefits, etc. Be responsible for the comprehensive management and distribution system reform work of salaries and benefits for personnel in public institutions of the District. Organize and implement the policies related to salaries, allowances, subsidies, bonuses, and benefits for the personnel in public institutions. Implement retirement and other policies for the staff in government agencies and public institutions.
(7) Work with relevant departments to guide the personnel system reform of public institutions in the District, and carry out personnel management policies for public institutions; implement policies for the management and continuing education of professional and technical personnel, and take the lead to promote the reform deepening of the professional title system. Implement the postdoctoral management system. Organize and enforce the detailed rules and operation specifications for the management of point-based household registration in the District. Implement the policies, planning and management measures for foreigners to work in Beijing.
(8) Collaborate with relevant departments to promote the implementation of policies and plans related to migrant worker work, coordinate the resolution of key and difficult issues, and safeguard the legitimate rights and interests of migrant workers.
(9) Plan as a whole and implement the labor relations policies and the mediation and arbitration system for labor disputes, and improve the coordination mechanism for labor relations. Implement the macro-control policies for wage income distribution of enterprise employees, policies of eliminating illegal use of child labors, and special labor protection policies for female and underage workers, organize and implement labor security supervision, coordinate workers' rights protection work, and investigate and deal with relevant illegal cases in accordance with the law.
(10) Fulfill other tasks assigned by the District Committee and District Government.
