Tongzhou Branch of Beijing Municipal Commission of Planning and Natural Resources
Tongzhou District Branch of Beijing Municipal Commission of Planning and Natural Resources implements the guidelines, policies, and decision arrangements of the Party Central Committee on planning and natural resource work, and relevant work requirements of the Beijing Committee of the Communist Party of China and the District Committee, and adheres to and strengthens the Party's centralized and unified leadership over planning and natural resource work in the process of fulfilling its duties. Main responsibilities:
(1) Fulfill the responsibilities of owners of natural resource assets such as lands, minerals, forests, wetlands, and water owned by the whole people in the District, as well as the responsibilities of controlling the use of all land space, and promote, implement, and enforce national laws, regulations, rules, policies, and standards related to natural resources and land space planning, surveying and mapping, and survey and design management.
(2) Implement the overall urban planning of Beijing, and organize the preparation and implementation of the local land space planning, zoning planning, detailed control planning, and special planning for public services, public safety facilities, urban infrastructure, and urban underground space in accordance with regulations. Organize the preparation of town (township) planning. Organize to carry out monitoring, evaluation, and early warning of the implementation of land space planning, as well as the city checkup and evaluation work. Undertake the urban design work. Undertake the planning and management work of urban sculptures and public space landscapes. Review village planning in accordance with the law.
(3) Be responsible for the control of land space use in the District. Be responsible for the implementation management of natural resources and land space planning. Organize to formulate and implement annual utilization plans for natural resources such as land. Be responsible for engineering construction project planning and land management related work.
(4) Be responsible for the investigation, monitoring, and evaluation work of natural resources in the District. Organize basic surveys, special surveys, and monitoring of natural resources. Be responsible for the unified title confirmation registration of natural resources and real estate. Resolve relevant ownership disputes in accordance with the law.
(5) Be responsible for the paid use of natural resource assets in the District. Be responsible for the accounting of natural resource assets owned by all people and compiling the balance sheet of natural resource assets owned by all people. Be responsible for the valuation and management of natural resource assets, and lawfully confiscating relevant asset income. Be responsible for the rational development and utilization of natural resources. Organize to evaluate natural resource classification, grading, and pricing, conduct assessments of natural resource utilization, and guide the efficient and intensive use. Be responsible for regulating the natural resources market.
(6) Be responsible for the protection and management of arable land and basic farmland in the District. Be responsible for the conversion of land space use. Be responsible for land acquisition and expropriation management. Be responsible for balanced management of cultivated land occupation and compensation. Organize to implement land consolidation and reclamation.
(7) Be responsible for planning as a whole the ecological restoration of the land space in the District. Take the lead to organize the preparation of an ecological restoration plan of land space and implement relevant ecological restoration projects. Be responsible for the comprehensive improvement of land space, as well as the restoration and management of mine geological environment. Be responsible for the prevention and control of geological disasters, and undertaking technical support for emergency rescue of geological disasters. Be responsible for the supervision and management of rational utilization and protection of mineral resources.
(8) Be responsible for the technology and information construction and statistics in natural resources and land space planning in the District. Undertake the supervision and management work related to survey design, and surveying and mapping. Undertake the management of archives related to natural resources and land space planning.
(9) Supervise the management of natural resources and land space planning in the District. Undertake the planning and verification of engineering construction projects in accordance with the law. Investigate and deal with illegal cases of natural resource development and utilization, land space planning, survey design, and surveying and mapping.
(10) Complete other tasks assigned by the Beijing Municipal Commission of Planning and Natural Resources, District Committee, and District Government.
