Tongzhou District Commerce Bureau
(1) Implement relevant local regulations and government rules of Beijing, study the development strategies of domestic and foreign trade, foreign investment, and foreign economic cooperation, propose medium-term and long-term development plans and annual plans, and organize the implementation thereof.
(2) Promote the structural adjustment of the circulation industry in the District, implement the reform of circulation enterprises, impel the development of commercial services and community commerce, propose policy suggestions on promoting the development of small and medium-sized commercial enterprises, and promote the standardization of circulation and the development of modern circulation methods such as chain operation, commercial franchising, logistics distribution, and e-commerce.
(3) Promote the development of urban and rural markets in the District, work with relevant departments to organize the preparation and implementation of the layout plan of key facilities for commodity circulation and life services (excluding the accommodation industry) in the District. Coordinate to promote the construction of circulation infrastructure and major projects such as district-level commercial centers, featured commercial districts, and large-scale wholesale and retail commercial facilities. Promote the construction of a commercial system and a rural circulation modernization system. Lead the work of improving the quality of life service industry and promoting the development of related industries.
(4) Promote consumption in the District in cooperation with relevant departments, implement Beijing's policies and measures for promoting consumption, and guide relevant departments in the District to carry out consumption promotion work. Monitor the operation of the consumer market.
(5) Implement policies of Beijing for improving the quality of commercial services and regulating the circulation order. Participate in promoting credit construction in the business field, guide commercial credit sales, and supervise and manage special circulation industries in accordance with relevant regulations.
(6) Undertake the organization and implementation work of market regulation for important consumer goods in the District. Establish and complete an emergency management mechanism for the market supply of daily necessities, and monitor and analyze the market operation and commodity supply and demand conditions. Be responsible for the reserve management and market regulation of important consumer goods according to the definition of responsibilities. Supervise and manage the circulation of refined oil products in accordance with relevant regulations. Organize to implement the guarantee of commodity supply and related services for major conferences and activities of the Party Central Committee, Beijing Municipality, and the District.
(7) Plan as a whole and promote the development of the business service industry in the District, and work with relevant departments to prepare development plans and policies for the business service industry and organize their implementation. Organize the preparation of a layout plan for key logistics and distribution facilities in the District in cooperation with relevant departments, formulate relevant policy measures and organize their implementation, and coordinate the planning and construction of logistics parks. Promote development of the exhibition industry.
(8) Take the lead to draft a development plan for service trade in the District and carry out related work, work with relevant departments to work out policies and measures to promote the development of service trade and service outsourcing, and organize the implementation thereof.
(9) Implement relevant national support policies and measures, carry out Beijing Municipality's policies and measures for promoting stable growth and structural adjustment of foreign trade, and monitor and analyze the operation of foreign trade. Assist relevant departments in providing industry guidance, consultation, and other services for special customs supervision areas and bonded supervision sites.
(10) Render assistance in undertaking the intellectual property protection work related to foreign trade in the District. Render assistance in undertaking fair trade, industrial damage investigation, and industrial safety response work for imports and exports in the District.
(11) Be responsible for the management and investment promotion related to foreign investment in the District. Strengthen economic cooperation and exchanges with Hong Kong, Macao, and Taiwan.
(12) Be responsible for the work of foreign economic cooperation in the District, and implementing the plans, policies, and measures for the development of foreign economic cooperation.
(13) Guide and coordinate the safety production management work in the business field in accordance with the law, guide and supervise key units in the business field to implement relevant safety laws and regulations, cooperate with relevant departments to investigate and punish behaviors that violate relevant safety laws and regulations, and assume corresponding management responsibilities for the safety work of refined oil circulation and other aspects in the District in accordance with the law.
(14) Implement the development plan and policy measures of Beijing Municipality for port work. Carry out the plan of Beijing Municipality for the construction of electronic ports. Implement the "Single Window" work for international trade in Beijing. Be responsible for the work related to coordinated development of ports of the Beijing-Tianjin-Hebei Urban Agglomeration.
(15) Be responsible for the macro management of the talent work in the commercial service industry in the District, guiding, promoting, and organizing the coordination of the talent team construction in the commercial service industry and the cultivation of talents for the inheritance of time-honored brands.
(16) Fulfill other tasks assigned by the District Committee and District Government.
