Tongzhou District Water Authority
Article 1: These regulations are formulated in accordance with the Institutional Reform Plan of Beijing Tongzhou District approved by Beijing Committee of the Communist Party of China and Beijing Municipal People's Government.

Article 2: Beijing Tongzhou District Water Authority (referred to as the District Water Authority) is a working department of the District Government, at the section level.

Article 3: The District Water Authority shall implement the guidelines, policies, and decision arrangements of the Party Central Committee and Beijing Committee of the Communist Party of China and relevant work requirements of the District Committee on water affairs work, and adhere to and strengthen the centralized and unified leadership of the Party over the water affairs work in the process of fulfilling its duties. Main responsibilities:  
   
  (1) Ensure the rational development and utilization of water resources in the District. Implement the laws, regulations, policies, and strategic plans of the state and Beijing Municipality regarding water affairs work. Organize to prepare water development plans, water resources plans, and flood control plans for the District, participate in the preparation of water supply plans and drainage plans, and organize the implementation thereof.

  (2) Organize and carry out water resource protection work in the District. Organize to prepare and implement water resource protection plans in the District. Guide the protection related work of drinking water sources, and organize the development and utilization of groundwater, management and protection of groundwater resources, as well as comprehensive management of groundwater overexploitation areas.

  (3) Be responsible for the hydrological work in the District. Be responsible for hydrological and water resource monitoring, and hydrological station network construction and management. Monitor the surface water and groundwater, and release hydrological and water resource information, intelligence forecast, and water resource bulletin. Organize and carry out water resource investigation and evaluation, as well as monitoring and early warning of the carrying capacity of water resource in accordance with regulations.

  (4) Be responsible for the overall planning and guarantee of water use for living, production and operation, and ecological environment in the District. Be responsible for the unified allocation, scheduling, supervision, and management of water resources. Organize to implement the strictest regulations on water resources, work with relevant departments to formulate medium-term and long-term plans, annual supply and demand plans, and water allocation plans of water resources, and supervise the implementation thereof. Be responsible for water resource scheduling in important watersheds, regions, and major water transfer projects. Organize to implement water intake permits (including mineral water and geothermal water) and water impact assessments (including water resource demonstration, flood control demonstration, soil and water conservation plan review, etc.), guide the paid use of water resources, and get involved in the work related to water price management, reform, and water ecological environment compensation.

  (5) Formulate relevant regulations on water project construction in the District and organize their implementation according to provisions. Put forward suggestions on the scale, direction, and project arrangement of fixed assets investment in the water sector, and undertake the organization, implementation, supervision, and management work of fixed assets investment projects in the water sector. Participate in the management on the use of water management funds. Cooperate with relevant departments to propose economic regulation policies and measures related to water affairs.

  (6) Be responsible for the supervision and management of the water supply and drainage field in the District. Organize and implement a drainage permit system. Supervise the implementation of technical standards and management norms in the water supply and drainage field. Organize to implement franchising in the water supply and drainage field. Guide farmers to ensure safe drinking water.

  (7) Be responsible for water conservation in the District. Organize to formulate relevant quotas and standards and supervise their implementation. Organize to implement regulations on aspects such as total water consumption control and planned water use, and guide and promote the construction of a water-saving society.

  (8) Organize to carry out the construction of sponge city in the District. Organize to prepare and implement the plans, programs, and policies of promoting the construction of sponge city, organize to implement relevant technical standards, regulations and norms for sponge city construction, and coordinate with relevant departments to promote the construction of sponge city.   (9) Guide and supervise the construction and operation management of water projects in the District. Organize to implement the operation of supporting projects within the South-to-North Water Diversion area, as well as the construction and operation management of subsequent projects. Organize and coordinate the land acquisition and demolition work for water projects. Be responsible for supervision and management of the water construction market, and organizing to implement the supervision of water project construction. Organize and carry out the safety and quality supervision work for water project construction.   (10) Guide the management, protection, and comprehensive utilization of water facilities, water areas and their shorelines in the District. Organize and guide the construction of water infrastructure network. Guide river management and protection. Guide the protection and restoration of river water ecology, management of river ecological flow and water volume, and the connectivity of river water systems.   (11) Be responsible for soil and water conservation, and water ecological protection and restoration work in the District. Develop plans for soil and water conservation and water ecological protection and restoration, supervise their implementation, organize to carry out the comprehensive prevention and control, monitoring and forecasting of soil erosion, and make regular announcements. Take charge of the supervision and management of soil and water conservation for construction projects, and organize the implementation of key soil and water conservation construction and water ecological protection and restoration projects. Undertake the wetland protection and management work within the scope of management in accordance with the law.

  (12) Be responsible for the river chief system in the District. Prepare policy suggestions and work tasks for promoting the river chief system, and organize to carry out inspection and assessment.

  (13) Guide and supervise the implementation of post-resettlement support policies for reservoir migrants in the District. Formulate policies related to water project migration and supervise their implementation, and organize the implementation of regulations on water project migrant resettlement planning, acceptance, supervision, and evaluation. Coordinate to promote regional cooperation, targeted support, and collaborative work related to water affairs.

  (14) Investigate and handle major water related illegal incidents in the District, coordinate and arbitrate cross-regional water disputes, and guide water-related administration supervision and law enforcement.

  (15) Be responsible for the safety production of the water industry and the safety supervision of water projects in the District in accordance with laws and regulations.

  (16) Carry out water technology and informatization work in the District. Participate in the research and development of water technology projects and the construction of water informatization projects in the District, and guide the promotion and application of scientific and technological achievements.

  (17) Implement the relevant requirements of comprehensive disaster prevention and reduction plans in the District, organize the preparation of flood and drought disaster prevention and control plans and protection standards, and guiding the implementation thereof. Undertake the water and drought monitoring and early warning work. Organize the preparation of flood prevention and drought relief dispatch and emergency water dispatch plans, submit them for approval according to procedures, and organize their implementation. Undertake technical support work for flood prevention and urban waterlogging emergency rescue.   (18) Fulfill other tasks assigned by the District Committee and District Government.
