(1) Implement laws, regulations, rules, and policies of the state and Beijing Municipality on health and hygiene. Plan as a whole and coordinate of the allocation of health service resources in the District, draft and organize to implement regional health development plans. Get involved in promoting the coordinated development of health and hygiene in the Beijing-Tianjin-Hebei Urban Agglomeration. Coordinate and promote the informatization and statistical work of health and hygiene.
(2) Organize and coordinate the promotion of the reform of medical and health system, study and formulate plans, policies, implementation plans, and related supporting measures for the reform of medical and health system in the District. Formulate and organize to implement policy measures for promoting the diversification of health service providers and the diversification of providing methods. Study and propose policy suggestions for medical services and drug prices.
(3) Be responsible for the disease prevention and control work in the District. Develop disease prevention and control plans, immunization plans, and intervention measures for public health issues that seriously endanger residents' health in the District, and organize the implementation thereof. Be responsible for the construction and management of the health emergency system in the District. Work out health emergency and emergency medical rescue plans, monitoring and risk assessment plans for sudden public health emergencies, organize and guide the prevention and control of sudden public health emergencies, and medical and health rescue for various types of public emergencies.
(4) Organize and coordinate the implementation of the policies and measures of the state, Beijing Municipality, and the District on addressing population aging, and organize to promote the construction of the elderly health service system and the integration of medical care and elderly care.
(5) Be responsible for implementing the national drug policies and the national essential drug system in the District, organizing the implementation of the national essential drug list, and conducting drug use monitoring, clinical comprehensive evaluation, and shortage drug warning in the District. Organize and carry out food safety risk monitoring and assessment in the District.
(6) Be responsible for the supervision and management of occupational health, radiation health, environmental health, school health, public place health, drinking water hygiene and other public health within the scope of responsibilities of the District, responsible for the supervision of infectious disease prevention and control in the District, and improving the comprehensive supervision system of health and hygiene.
(7) Be responsible for the supervision and management of the medical and health industry in the District. Implement the norms and standards for medical institutions in Beijing and their regulations on medical care, rehabilitation, nursing services, medical technology, medical quality, medical safety, and management of blood collection and supply institutions. Organize to draft a code of professional ethics for medical and health care and regulations on medical staff practice management. Establish an evaluation and supervision system for medical, rehabilitation, nursing, public health, and other services. Undertake relevant management work to encourage social forces to provide medical and health services. Build a harmonious doctor-patient relationship.
(8) Be responsible for the management and service work of family planning in the District. Organize monitoring of the birth population dynamics in the District and propose suggestions on issuing population monitoring, early warning, and forecast information of the District. Organize to implement the family planning policy in the District.
(9) Work out and organize to implement measures for grassroots health, maternal and child health, elderly health, and mental health in the District, and guide the construction of grassroots health, maternal and child health, elderly health, and mental health systems in the District. Promote equalization of basic public health and elderly health services, and complete the new mechanisms for grassroots operation and the management systems for rural doctors and general practitioners. Organize to carry out patriotic health campaigns and health promotion actions. Get involved in promoting the innovation and development of health technology.
(10) Be responsible for the medical and health care work of health care recipients in the District and health care recipients in municipal-level units with medical relationships in the District. Be responsible for the management of medical care for cadres in various departments of the District. Participate in organizing and enforcing medical and health security tasks for major events held in the District.
(11) Fulfill other tasks assigned by the District Committee and District Government.
(12) Functional transformation. Firstly, pay more attention to prevention priority and health promotion, strengthen the prevention and control work of major diseases in the District, actively respond to population aging, and improve the health service system. Secondly, attach more importance to the shift of work focus and resource sinking, and promote the extension of public health resources to grassroots and rural areas. Thirdly, pay more attention to strengthening industry wide management, enhancing supervision, improving service quality and level, and promoting the equalization, inclusiveness, and convenience of basic public health services. Fourthly, pay more attention to coordinating and deepening the reform of the medical and health system, intensify the reform efforts of public hospitals in the District, and promote the diversification of the providers and providing methods of health services.
(13) Definition of relevant responsibilities.
1. Definition of relevant responsibilities with Beijing Tongzhou District Commission of Development and Reform. Beijing Tongzhou District Health Commission is responsible for organizing population monitoring and early warning work in the District, and studying and proposing policy suggestions on the population quantity, quality, structure, and distribution related to childbirth in the District. Beijing Tongzhou District Commission of Development and Reform is responsible for organizing monitoring and evaluation of population changes and trends in the District, establishing a population forecast system, formulating population development plans for the District, and studying and proposing policy suggestions on coordinated and sustainable development of population, economy, society, resources, and environment, as well as overall planning to promote long-term balanced population development.
2. Definition of relevant responsibilities with Beijing Tongzhou District Civil Affairs Bureau. The Beijing Tongzhou District Health Commission is responsible for comprehensive coordination, supervision and guidance, and organization for promoting the development of elderly care in the District, and undertakes the elderly health work such as prevention and treatment of elderly diseases, medical care for the elderly, and psychological health and care services for the elderly. Beijing Tongzhou District Civil Affairs Bureau is responsible for planning as a whole, promoting, supervising, guiding, and managing the elderly care services in the District, implementing Beijing Municipality's elderly care service system construction plan, draft regulations, policies, and standards, and undertaking the welfare of the elderly and assistance for elderly people with special difficulties.
3. Definition of relevant responsibilities with Beijing Tongzhou Administration for Market Regulation. Beijing Tongzhou District Health Commission is responsible for food safety risk assessment, and cooperates with Beijing Tongzhou Administration for Market Regulation and other departments to develop and implement a food safety risk monitoring plan. Beijing Tongzhou District Health Commission shall immediately organize inspections and food safety risk assessments for food that may have safety hazards discovered through food safety risk monitoring or for which reports are received, and promptly report the results of food safety risk assessment to Beijing Tongzhou Administration for Market Regulation and other departments. For food with unsafe conclusions, Beijing Tongzhou Administration for Market Regulation and other departments shall take immediate measures. Where Tongzhou Administration for Market Regulation discovers the need for food safety risk assessment in its supervision and management work, it shall promptly make suggestions to Beijing Tongzhou District Health Commission.
4. Definition of relevant responsibilities with Beijing Tongzhou Public Security Bureau. Beijing Tongzhou District Health Commission, Beijing Tongzhou Public Security Bureau, and other departments need to strengthen system and policy convergence in medical care, medical insurance, and pharmaceutical fields, establish communication, consultation, and information sharing mechanisms, collaborate to promote reforms, and improve the fairness and efficiency of medical and health services and the medical insurance level.
