Tongzhou District Emergency Management Bureau
(1) Take charge of emergency management in the District, guide all sub-districts, townships, departments, and units to respond to emergencies related to safety production and natural disasters, and comprehensive disaster prevention, reduction, and relief work. Be responsible for the comprehensive supervision and management of safety production, as well as the supervision and management of safety production in industrial, mining, and commercial industries.
(2) Develop emergency management and safety production policies for the District, organize to prepare the emergency system construction, safety production, and comprehensive disaster prevention and reduction plans, and supervise the implementation of relevant regulations and standards.
(3) Guide the construction of the emergency plan system in the District, establish and complete the grading and response system for accident disasters and natural disasters, organize to prepare the overall emergency plan and special plans for safety production and natural disasters in the District, comprehensively coordinate the linkage work of emergency plans, organize to carry out emergency plan drills, and promote the construction of emergency shelters.
(4) Take the lead to establish a unified emergency management information system in the District, take charge of planning and layout of information transmission channels, establish regulations on monitoring, early warning, and disaster reporting, improve the mechanism for obtaining and sharing natural disaster information resources, and issue disaster information in accordance with the law.
(5) Organize, guide and coordinate emergency rescue for safety production, natural disasters and other emergencies in the District, comprehensively analyze the development trend of emergencies and propose response suggestions, and assist the designated responsible officials of the District Committee and District Government in organizing the emergency response work of major disaster.
(6) Carry out unified coordination and command of various professional emergency teams in the District, establish an emergency coordination and linkage mechanism, promote command platform docking, coordinate the People's Liberation Army and the Armed Police Force to participate in emergency rescue work, and guide the comprehensive fire rescue team of the District to carry out relevant emergency rescue work.
(7) Coordinate the construction of emergency rescue forces in the District, organize the construction of professional emergency rescue forces such as fire fighting, forest fire suppression, flood control and rescue, earthquake and geological disaster rescue, and production safety accident rescue, guide the construction of comprehensive emergency rescue team and the construction of emergency rescue forces in various sub-districts and townships, and the society.
(8) Be responsible for fire management in the District, and guiding fire supervision, fire prevention, fire extinguishing, and other related work.
(9) Guide and coordinate the prevention and control work of forest fires, water and drought disasters, earthquakes, and geological disasters in the District, take charge of comprehensive monitoring and early warning of natural disasters, and guide to conduct the comprehensive risk assessment of natural disasters.
(10) Organize and coordinate the disaster relief work in the District, organize to guide disaster verification, loss assessment, and disaster relief donations, manage and allocate district-level disaster relief funds and materials, and supervise their use.
(11) Exercise the comprehensive supervision and management authority of safety production in the District in accordance with the law, guide, coordinate, supervise, and inspect the safety production work of relevant departments of the District Government, people's governments of townships, and various sub-district offices, organize to carry out safety production supervision and assessment work.
(12) Supervise and inspect the implementation of safety production laws, regulations, and standards, safety production conditions, and safety production management of relevant equipment (excluding the special equipment), materials, and labor protection supplies by industrial, mining, and commercial production and operation units in the District according to the principle of classification and territoriality and in accordance with the law. Organize, guide and supervise the implementation of the safety production access system in accordance with the law. Be responsible for the comprehensive supervision and management work of hazardous chemical safety and the safety supervision and management work of fireworks and firecrackers operating units. Be responsible for the supervision and management work of safety production in coal mines and non coal mines.
(13) Organize and guide the investigation and handling of production safety accidents in the District in accordance with the law, and supervise the implementation of accident investigation and accountability. Organize to carry out the investigation and evaluation of natural disaster emergencies.
(14) Carry out external exchanges and cooperation in emergency management, organize and participate in external rescue work for emergencies of safety production and natural disaster, etc.
(15) Formulate and organize to implement plans for emergency material reserves and emergency rescue equipment in the District, establish and complete emergency material information platforms and allocation systems in cooperation with Beijing Tongzhou District Commerce Bureau (Tongzhou District Food and Strategic Reserves Bureau) and other departments, and carry out unified scheduling during disaster relief.
(16) Be responsible for emergency management, safety production publicity and education, and training in the District, and organizing and guiding scientific and technological research, promotion and application, and information construction of emergency management and safety production.
(17) Undertake the specific work of Beijing Tongzhou District Emergency Response Committee, and plan, organize, coordinate, guide and inspect the emergency response work and emergency management plans, systems, mechanisms and legal system construction in the District. Undertake the specific work of Beijing Tongzhou District Safety Production Committee, Beijing Tongzhou District Fire Safety Committee (Beijing Tongzhou District Forest Fire Prevention Command Center), and the Flood Control and Drought Relief Command Center of Beijing Tongzhou District People's Government.
(18) Fulfill other tasks assigned by the District Committee and District Government.
