Tongzhou District Forestry and Park Bureau
(1) Be responsible for the supervision and management of landscaping and ecological protection and restoration in the District. Implement the laws, regulations, rules, and policies of the state and Beijing Municipality on landscaping and ecological protection and restoration, work out relevant policies, plans, and programs, and work with relevant departments to develop specialized landscaping plans and organize the implementation thereof.

(2) Organize the ecological protection and restoration of landscaping, urban and rural greening and beautification, and afforestation work in the District. Organize and implement key ecological protection and restoration projects for landscaping, and organize and guide the construction, protection, and management of public welfare forests. Organize, coordinate, and guide the sand control work, and soil and water loss prevention work focusing on biological measures such as planting trees and grass. Prepare plans for sand prevention and control, supervise and manage the development and utilization of desertified land, and organize the prediction, forecasting, and emergency response of sandstorm disasters.
Organize to carry out dynamic monitoring and evaluation of forest, wetland, grassland, and terrestrial wild animal and plant resources. Organize and implement the forestry and wetland ecological compensation work.

(3) Be responsible for the supervision and management of forest and wetland resources in the District. Organize to prepare forest logging quotas and supervise the implementation thereof. Be responsible for forest land management, drafting forest land protection and utilization plans, and organizing their implementation. Be responsible for the wetland ecological protection and restoration work. Prepare wetland conservation plans and organize their implementation. Supervise and manage the development and utilization of wetlands. Organize and guide the prevention and control, quarantine, and prediction of harmful organisms in forests, green spaces, and grasslands.

(4) Organize to prepare landscaping management standards of the District and supervise their implementation. Work out management standards for parks, green spaces, forests, wetlands, and various nature reserves, formulate forestry industry standards, and organize the implementation thereof. Be responsible for the supervision and inspection work of key landscaping projects. Supervise the use of special funds for the landscaping construction projects at district level and above. Be responsible for the protection and management work of ancient and famous trees.

(5) Be responsible for the industry management of parks in the District. Organize the preparation of park development plans, and supervise and guide park construction and management. Be responsible for the investigation and evaluation work of park and green space resources.

(6) Be responsible for the supervision and management of terrestrial wild animal and plant resources in the District. Organize and carry out surveys of terrestrial wild animal and plant resources, organize and guide the rescue and breeding of terrestrial wild animals and plants, habitat restoration and development, and epidemic and disease monitoring, supervise and manage the hunting or collection, artificial breeding or cultivation, and management and utilization of terrestrial wild animals and plants.

(7) Supervise and manage various nature reserves in the District. Develop all kinds of nature reserve plans. Put forward suggestions on the establishment and adjustment of various types of nature reserves and submit them for approval according to procedures. Be responsible for biodiversity conservation related work.

(8) Promote the relevant work of landscaping reform in the District. Work out major reform opinions for collective forest rights system, state-owned forest farms, etc. and organize their implementation. Prepare policies and measures for the development of rural forestry and the protection of the legitimate rights and interests of forestry operators, and guide the contracted management work of rural forest land. Carry out the work of returning farmland to forests and grasslands.

(9) Study and propose relevant policies for the development of forestry industry in the District, and formulate relevant development plans. Be responsible for the management of fields such as the utilization of forest fruits, flowers, bees, silkworms, and forest resources. Be responsible for the supervision and management on the quality and safety of edible forest products, and guiding the work related to ecological poverty alleviation.

(10) Organize and guide the basic construction and development of state-owned forest farms in the District. Organize and carry out surveys of germplasm resources for forest seeds and grass seeds, establish a germplasm resource bank, promote the selection and breeding of high-quality seeds, manage the production and operation of forest seedlings and grass seeds, and supervise the quality of forest seedlings and grass seeds. Supervise and manage forestry biological germplasm resources, safety of genetically modified organisms, and protection of new plant varieties.

(11) Be responsible for the administrative law enforcement work of landscaping in the District in accordance with the law. Be responsible for the forest public security work, managing forest public security teams, and investigating the cases of forest resource destruction. Be responsible for the legal education and publicity work of landscaping.

(12) Implement the relevant requirements of the comprehensive disaster prevention and reduction plan in the District, organize the preparation of forest fire prevention and control plans, and guide the implementation thereof. Guide to carry out work such as fire prevention patrols, fire source management, construction of fire prevention facilities, and fire prevention publicity and education. Organize and guide state-owned forest farms to carry out monitoring, early warning, supervision and inspection, and other fire prevention work. When necessary, submit an application to the Beijing Tongzhou District Emergency Management Bureau to deploy relevant prevention and control work in the name of the relevant emergency command agency of the District.

(13) Work out the development plan and annual plan for landscaping technology in the District, and guide the research, development, and promotion of relevant major scientific and technological projects. Be responsible for the information management of landscaping. Organize, guide, and coordinate the forestry carbon sink work. Undertake the forestry work in addressing climate change. Be responsible for external communication and cooperation in landscaping.

(14) Be responsible for promoting, organizing, coordinating, supervising, inspecting, and evaluating the voluntary tree planting activities of the entire population in the District. Organize and coordinate the greening, beautification, and environmental layout work of major events. Undertake the specific work of Beijing Tongzhou District Greening Commission.

(15) Undertake other tasks assigned by the District Committee and District Government.

(16) Functional transformation. Beijing Tongzhou District Forestry and Park Bureau should effectively reinforce the protection of the ecological system in the District, implement ecological system protection and restoration projects, strengthen the overall coordination of forest, wetland, and green space supervision and management, vigorously promote national land greening, and ensure the ecological security of the District. Accelerate the establishment of a nature reserve system, promote the cleanup, standardization and integration of various types of nature reserves, and build a unified and standardized management system for nature reserves.
