(1) Implement laws, regulations, rules, and policies of the state and Beijing Municipality on housing and urban-rural construction. Study major issues related to housing and urban-rural construction in the District, and provide policy suggestions.
(2) Ensure housing for low-income families in urban areas of the District. Establish and improve the housing security management system. Study and formulate medium-term and long-term plans, annual plans, and policies for housing security, protection of ancient city style, and renovation of dilapidated houses, and organize their implementation. Study and formulate policies for the renovation of shanty towns. Coordinate and manage the construction of affordable housing and the allocation of housing resources. Organize and guide the qualification review work of housing security recipients.
(3) Be responsible for promoting reform of the housing system in the District. Study and formulate policies related to housing system reform. Be responsible for the management of directly managed public housing. Manage the sale of public housing, cooperative housing construction through fundraising, and monetization of housing allocation.
(4) Be responsible for the management of engineering construction in the District. Coordinate and supervise the construction of related key engineering projects, and coordinate the expropriation and demolition work. Be responsible for the supervision and management of bidding and tendering for the related construction projects, as well as engineering construction permits. Provide construction coordination and services for approval type engineering projects of central government agencies, stationed troops, and municipal enterprises and institutions in the District.
(5) Be responsible for supervision and management of the construction market in the District, regulating the market order, and promoting the development of the construction industry. Study and formulate development plans for the construction industry and guide their implementation. Be responsible for the qualification recognition and supervision management of construction market entities. Organize to implement the methods for calculating the construction project cost.
(6) Be responsible for the quality and construction safety supervision of construction projects in the District. Organize to implement rules and regulations for construction project quality and safety production. Implement the dust control standards for construction sites in this industry. Participate in the investigation and handling of major construction project quality and construction safety accidents. Undertake the specific work of Beijing Tongzhou District Emergency Command Center for Construction Engineering Accidents.
(7) Guide the construction work of village and town construction projects in the District. Provide technical services for the construction of village and town construction projects and implement technical standards for construction of village and town construction projects. Organize and guide the renovation of rural dilapidated houses and the construction of rural earthquake-resistant and energy-saving houses.
(8) Promote building energy efficiency and industry technology development in the District. Implement the plans and policies for technological development in the construction industry and for building energy efficiency, carry out local engineering construction standards, and promote technological progress and achievement transformation in housing and urban-rural construction. Be responsible for the development and management work of building energy efficiency, green building, prefabricated building, wall material innovation, and bulk cement.
(9) Take charge of the supervision and management of the real estate market, regulate the market order, and promote the development of the real estate industry in the District. Organize to implement medium-term and long-term plans and industrial policies for the development of the real estate industry. Be responsible for the supervision and management of real estate development, real estate transfer, house lease, and real estate agency services. Monitor and analyze the real estate market in the District. Be responsible for the qualification management of real estate development enterprises.
(10) Be responsible for housing management in the District. Study and formulate plans for house expropriation and demolition in the District, as well as annual plans. Be responsible for the supervision and management of property services. Be responsible for the supervision and management of the safety of urban housing use, and coordinating relevant flood prevention work for houses. Be responsible for the comprehensive renovation of old residential areas. Supervise and coordinate the handling of historical legacy issues of private houses and other properties.
(11) Be responsible for the administrative law enforcement duties that shall be exercised by the district-level housing and urban-rural construction department as stipulated by laws, regulations, and rules.
(12) Implement talent development plans in the housing and urban-rural construction field.
(13) Fulfill other tasks assigned by the District Committee and District Government.
