State-owned Assets Supervision and Administration Commission of the Tongzhou District People’s Government
(1) Implement the laws, regulations, rules, and policies of the state and Beijing Municipality on the supervision and management of state-owned assets, and formulate relevant provisions and measures for the supervision and management of state-owned assets in the District.
(2) Fulfill the responsibilities of investors according to the authorization of the District Government and in accordance with laws and regulations such as the Company Law of the People's Republic of China and the Law of the People’s Republic of China on State-Owned Assets, supervise the state-owned assets of enterprises for which the District Government performs the responsibilities of an investor and of public institutions authorized by the District Government to implement enterprise management, and strengthen the management of state-owned assets.
(3) Undertake the responsibility of supervising the preservation and appreciation of state-owned assets in the supervised enterprises, take charge of the basic management of state-owned assets in the enterprises, establish and complete the assessment system for the preservation and appreciation of state-owned assets, supervise the preservation and appreciation of state-owned assets in the supervised enterprises through statistics and audits, implement the management of salary distribution in the supervised enterprises, formulate income distribution opinions for the responsible persons of the supervised enterprises, and organize the implementation thereof.
(4) Guide and promote the reform and restructuring of state-owned and state-controlled enterprises in the District, advance the construction of modern enterprise systems for state-owned and state-controlled enterprises, improve the corporate governance structure, and promote strategic adjustments in the layout and structure of the state-owned economy.
(5) Cooperate in the appointment, removal, and assessment of the responsible persons of the supervised enterprises according to the management authority requirements of the Organization Department of the CPC Tongzhou District Committee. Give rewards and punishments based on their business performance, establish a talent selection and employment mechanism that meets the requirements of the socialist market economy system and modern enterprise system, and improve the incentive and restraint system for operators.
(6) Organize supervised enterprises to submit state-owned capital gains, participate in the formulation of relevant management regulations and methods for state-owned capital operation budgets in the District, and take charge of the preparation and implementation work of state-owned capital operation budgets and final accounts of supervised enterprises in accordance with relevant regulations.
(7) Guide and supervise the supervised enterprises and institutions implementing enterprise management to implement the safety production responsibility system, cooperate with relevant departments to coordinate the supervised enterprises and institutions implementing enterprise management to do a good job in safety work, and assume corresponding management responsibilities from the perspective of investors.
(8) Under the leadership of the district talent work leading group, be responsible for the macro management and talent team building for the state-owned enterprise management talent work in the entire district. Promote the establishment of talent selection and appointment mechanisms in state-owned enterprises that meet the requirements of the socialist market economy system and modern enterprise system, and complete the incentive and restraint system for state-owned enterprise operators; organize various types of training for state-owned enterprise management talents in the entire district.
