Tongzhou District Administration of Government Services and Data Management
(1) Plan as a whole and promote the transformation of government functions and the reform of administrative approval system in the District. Prepare reform plans, schedules, and related policy measures, and organize their implementation. Organize to carry out investigation and research on major issues, and coordinate to solve key and difficult problems encountered in the reform. Optimize the efficiency of government services, promote "efficient completion of one task", coordinate, guide, and supervise various departments, units, sub-districts, and townships to implement major reform tasks. Normalize the management of administrative licensing and other government services in the District, and standardize the management services of administrative filing and service certification.

(2) Coordinate and promote the construction of the government service system for the District. Organize and promote the standardization, normalization, and facilitation of government services. Guide, coordinate, and supervise the construction and management work of various levels and types of government service platforms. Plan as a whole and guide the construction of a professional government service team in the District. Coordinate and promote the construction, operation, and management of BMC Government Service Center. Coordinate and promote the coordinated development of government service areas and international service work.

(3) Plan as a whole and promote the construction of digital government affairs in the District. Plan as a whole the construction and management of the "One Network" for government service and integrated government service platform in the District, and coordinate and promote information sharing and business collaboration between the District and the municipal government service platform. Plan as a whole and coordinate the information construction of government services and the management of government information security. Promote, guide, and supervise the construction and development of government websites, government system, and new media for government affairs in the District. Be responsible for the management of the district government portal website.

(4) Promote, guide, coordinate, and supervise the information disclosure and government affairs disclosure work of the District Government. Coordinate to accept applications from citizens, legal persons or other organizations to obtain information from the District Government in accordance with the law. Organize and promote the institutionalization, informatization, and standardization construction of government transparency and policy services. Plan as a whole and coordinate the construction of government transparency channels in the district government system.

(5) Plan as a whole and promote the smart city construction and data work throughout the District. Organize to prepare smart city construction, data work, and relevant digital infrastructure layout plans, and coordinate the promotion of relevant digital infrastructure layout construction. Coordinate and promote the informatization of public services and social governance. Carry out innovative research and application promotion of core technologies and key equipment in the field of data.

(6) Coordinate and promote the construction of data infrastructure systems such as property rights, circulation, distribution, and governance of data elements, and guide the construction of data element market. Fulfill the corresponding data security responsibilities in the specific responsibilities of undertaking the construction of data infrastructure systems, data element markets, data standard specifications, data infrastructure construction, etc., and organize to implement relevant data security policies.

(7) Plan as a whole the integration, sharing, development, and utilization of data resources. Coordinate and promote the classification and grading management of data resources, organize to promote the development and utilization of public data resources, and promote inter-industry and inter-department interconnection of information resources. Be responsible for the integration, management, application, and service system construction of government data and related social data.

(8) Fulfill other tasks assigned by the District Committee and District Government.
